The Air Force Operational Test and Evaluation Center (AFOTEC) intends to award a Firm Fixed Price contract on a sole source basis to Executive Information Systems LLC, located at 6901 Rockledge Drive Suite 600, PO Box 34076, Bethesda, Maryland 20827-0076, under the authority as prescribed in FAR 6.302-1(a)(2).

Executive Information Systems LLC is the only known vendor that can provide the required SAS JMP Licenses. Other graphical user interface (GUI) statistical packages are not as comprehensive, lack experimental design capabilities, or require users to have a familiarity with programming. Additionally, access to JMP SAS/JMP Pro is only provided by Executive Information Systems LLC and there are no authorized resellers at this time.

The North American Industry Classification System (NAICS) code for this requirement is 541519 Exception A* Information Technology Value Added Resellers and the size standard is 150 Employees.
