Description

The USDA Farm Production and Conservation (FPAC) Operations Branch, Acquisition Division is preparing to issue a solicitation on behalf of USDA Natural Resources Conservation Service (NRCS) for work to restore and stabilize a section of two streambanks using rock riprap at Buffalo Creek and Licking Creek in Preston and Tucker County, West Virginia. Both streambanks have eroded to the point of failure adjacent to homes from severe storms that impacted the area on September 1st, 2021. The performance time to complete the described work and all subsidiary items is 10 days per parcel, which includes weekends and built in weather days. Subsidiary items include Channel Clearing and Shaping, Pollution Control, Seeding, Sprigging and Mulching, Mobilization and Demobilization, Removal of Water, Excavation, Earthfill, Steel Reinforcement, Contractor Quality Control, and Geotextile.



The work consists of the construction of streambank stabilization practices on two sites as follows:



Parcel 1 – Preston County, Buffalo Creek



Work will consist of restoring and stabilizing approximately 80 linear feet of stream channel on one (1) residential property in Preston County, West Virginia. This site is between Saint George and Rowlesburg on Cheat Valley Hwy (Rt. 72). The contractor will remove accumulated sediment in the channel, install rock rip rap to stabilize channel banks, and grade and seed disturbed areas adjacent to the channel to provide positive drainage and vegetative cover.



Parcel 2 – Tucker County, Licking Creek



Work will consist of restoring and stabilizing approximately 88 linear feet of stream channel on one (1) residential property in Tucker County, West Virginia. This site is between Saint George and Rowlesburg on Licking Creek Road. The contractor will remove accumulated sediment in the channel, install rock rip rap to stabilize channel banks, and grade and seed disturbed areas adjacent to the channel to provide positive drainage and vegetative cover.



The solicitation will be a Total Small Business set-aside. Interested contractors must be registered as Active and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award.



All necessary permits and land rights have been acquired.



A firm-fixed price construction contract is anticipated under Simplified Acquisitions Procedures (SAP). FAR Part 13 and 36 apply. As such, a bid bond is not required and there will be no formal bid opening. A Request for Quote (RFQ) is being solicited, and will be posted on and available on this site. Award will be made to the lowest priced, responsive offeror.



A payment bond (100% of the offered and accepted price) or other approved alternative payment protection will be required by the successful quoter within 7 days of award.



The solicitation package, construction drawings and specifications will be posted and available from this site on or around June 23, 2023.



A formal site showing will be held and the specific details on date, time, meeting time and place will be made available with the solicitation package.



Magnitude of construction: between $100,000 and $250,000.
