Cave Creek Ranger District Portable Toilets Statement of Work (SOW)



SECTION 1 GENERAL






    1. SCOPE OF WORK. This project is for the use of portable restrooms on the Cave Creek Ranger District. The restrooms would be located at Bartlett Lake and Needle Rock Recreation Areas. The distance from Scottsdale to Bartlett Lake is 45 ½ miles, and 50 miles from Phoenix. The distance along the Lake for Bartlett Flats is approximately 4 miles. Some roads between the recreation sites are not paved but are well maintained. The distance to Needle Rock is 35 miles from Scottsdale and 45 miles from Phoenix.








      1. LOCATIONS.







The portable restrooms will be located within recreation sites at Bartlett Lake and Needle Rock Recreation Areas on the Tonto National Forest. Two areas will have units year-round and one will have units based on seasonal use (April to October). All of these sites are located within Maricopa County, Arizona. See attached maps.



Year-Round:



Needle Rock Beach Recreation Site (3 Units): Located approximately 20 miles from the AZ Loop 101, this site is a river-access point and dirt parking area. The units should be placed within this site located on the left-hand side as you begin to exit the one-way parking lot. (See Map)



Box Bar Recreation Site (3 Units): Located 3 miles south from Needle Rock Beach, this is another river-access, dirt parking lot. The units should be located on right hand side of the entrance as you enter the area. (See Map)



Seasonal:



Bartlett Flats Recreation Site (4 Units): Located approximately one half mile from the end of Forest Road 459 & Yellow Cliffs recreation site. 2 units placed near the trash dumpsters along the entrance road, and an additional 2 units are placed along the loop of dispersed camping sites. (See Map)








      1. ACCESSIBILITY







The Cave Creek Ranger District Office can be accessed via the 101 North to Pima Road, then east on Cave Creek Road to the Bartlett Lake turn-off. To reach Bartlett Lake, continue east on Bartlett Dam Road, which terminates at the recreation area. To reach Needle Rock & Box Bar, travel east on Rio Verde Dr. from Pima Rd. for approximately 14 miles, turning north onto FR 20.








      1. OBJECTIVES







Portable Toilets: Cobwebs will be swept off the walls, ceilings, and around windows. Dirt and other solids on the floor and walls will be removed. Toilet risers and seats will be sanitized with antibacterial cleaner. Toilet paper will be restocked. The district contact will be notified of any vandalism or graffiti that needs to be removed.



Any garbage can be placed in the garbage dumpsters on site.






    1. SCHEDULED SERVICES





1.2.1 Year-Round: Having units for full duration of period of performance (January to December)



1.2.3 Seasonal: Units that are provided and serviced only during peak season months (April to October)



If servicing of any recreation site is missed due to road closures, blocked access, and/or weather, the contractor shall immediately notify the COR.






    1. QUALITY CONTROL:





The COR will perform periodic inspections of all work on site and will assist the contractor in identifying items to be repaired or replaced.



Acceptance of the work under the contract will be made when the Contracting Officer/COR determines it acceptable and processes and/or deliverables conform to the contract requirements.



When inspections indicate the performance objectives were not met, the work will be deemed unsatisfactory and payment will not be made until the Contractor has assured the Government that its Quality Control measures have corrected the deficiencies. Inspections after rework will be made in the same manner as the first inspection. The cost to the Government for inspections necessitated by the rework will be deducted from any payments to the Contractor. If rework is not done, the contract’s unit price for the item will be reduced to reflect the actual benefit the Government received.



Unless otherwise stated, the Contractor shall furnish all labor, supervision, material, equipment, tools, transportation, and supplies to perform all work required to complete the project in accordance with specifications and provisions of the contract. Payment for the contract work will be made only for and under those pay items included in the Schedule of Items. All other work and materials will be considered incidental to and be included in the payment for items shown.



The unit of measurement for payment is monthly per each recreation site.



The Contractor will be paid at the monthly unit price quoted for each completed and accepted recreation site. Invoices and payments will be done through IPP.gov (Invoice Processing Platform)



SECTION 2 GOVERNMENT FURNISHED PROPERTY, MATERIALS, SERVICES



Government will provide no services to provided restrooms, unless general public safety is at risk.



SECTION 3 CONTRACTOR FURNISHED ITEMS/SERVICES



Contractor shall furnish all equipment including:




  1. Motorized equipment in good operating condition for transportation to each designated recreation area.
