*** National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with M&C Products Analysis Technology, Inc. of Ventura, CA for the purchase of thermoelectric parts, gas cooler, peristaltic pumps, filter assembly and glass fiber filter.





***The sole source determination is based on the National Oceanic & Atmospheric Administration’s (NOAA), Global Monitoring Laboratory (GML) project requires a thermoelectric gas cooler with six glass heat exchange chambers (pre and main cooling), and filter housing and elements, liquid alarm sensors, and Peristaltic pumps. The chiller is needed to dry ambient air streams before trace gas measurements of greenhouse gases. Four channels are needed to dry continuous measurements and two are needed for flask samples. The filters, sensors, and pumps are required to protect gas analyzers and flasks from particulate matter and liquid water condensate. The measurements of greenhouse gases at tall towers are part of a network of long-term measurements aimed at understanding the North American carbon cycle sinks and sources. The M&C chillers are integrated into existing systems across our tall-tower network and consistency must be retained for accurate sampling records. The parts are frequently swapped between the equipment. Different brands would require different dimensions and specifications. The current stock parts are item specific to the M&C chillers and cannot be reconfigured.





Delivery is due by 9/30/2024.

However, firms that believe they can fully meet the Government’s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
