Description

The purpose of this presolicitation notice is to pre-vet contractors who have the appropriate Facility Clearance to be eligible for award of the subject project and to provide industry with additional information and timelines for award.





1. AGENCY: United States Army Corps of Engineers (USACE) Europe District (NAU)



2. NAICS: 236220, Commercial and Institutional Building Construction



3. PLACE OF PERFORMANCE: Mainz-Kastel, Germany



4. ANTICIPATED PROJECT TITLE: Repair/Renovate Building 4008 (Level 6 Facility)



5. ACQUISITION INFORMATION: USACE NAU anticipates soliciting on or around July 2024 and awarding NO LATER THAN 30 September 2024 a stand-alone contract for the substantial repair and renovation of a vacant two-story (3 floors) concrete post and beam warehouse and the associated infrastructure using design-bid-build procedures. The magnitude of construction is between $25,000,000.00 and $100,000,000.00. This will be a Level 6 facility and construction will be completed in accordance with ICD-705.





This acquisition will be solicited to firms with the appropriate Facility Clearance. Small and Small Disadvantaged Business requirements are waived for this project due to its location Outside of the Contiguous United States (OCONUS).





Prior to solicitation, Contractors are required to be registered in the System for Award Management (SAM), all information required is current and up to date and have an active Procurement Integrated Enterprise Environment account (Procurement Integrated Enterprise Environment (PIEE) (eb.mil)). This solicitation will be released ONLY to pre-vetted firms that have a SECRET Facility Clearance. All solicitation documents will be treated as Controlled Unclassified Information and is available for release to subcontractors of cleared firms.



6. PROJECT DESCRIPTION: The project includes substantial repair and renovation of a vacant two-story (3 floors) concrete post and beam warehouse and the associated infrastructure. Building repairs will address any structural deficiencies, life safety deficiencies, energy conservation, and will include utility system upgrades to accommodate modern code-compliance for occupancy. Architectural repairs will address building exterior envelope deficiencies, to include structural roof systems, insulation and waterproofing, windows and doors, and rooftop equipment screening. Interior space will accommodate the programmed functions, such as private offices, workstations, conference rooms, common areas, secure storage areas, latrines, and overall building circulation spaces. New interior finishes will be provided for walls, floors, and ceilings. Existing elevators will be repaired and restored for passenger service use. Mechanical / Electrical / Plumbing (MEP) repairs will be made to fire suppression and water supply systems, fire alarm and mass notification systems, fire detection / protection / monitoring / controls, heating and ventilation systems, plumbing systems, electrical systems, telecommunication and cabling systems, closed circuit television (CCTV), alarm and card access systems, and time clock systems. Repair will include the abatement of all hazardous material that is known. Facility will be repaired to meet accessibility code requirements.



7. SUBMISSIONS: Responses to this notice shall be limited to one page and shall include the following information:

  • Firm’s Cage Code and Unique Entity Identifier.

8. SUBMISSIONS DUE: All interested contractors should submit responses via email by 12:00 hours Central European Time (CET) on 24 April 2024. Submit responses and information to kristina.k.morrow@usace.army.mil. No hard copies will be accepted.



The Government anticipates releasing a DRAFT solicitation to include specifications and drawings for information only on or about 01 May 2024.
