This is a pre-solicitation notice issued pursuant to FAR 5.201. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a Firm Fixed Price (FFP) construction contract on a competitive basis using FAR Part 15 Procedures. NUWCDIVNPT has a requirement for demolition, including the removal of carpets, light fixtures and acoustic ceiling tiles, and the installation of new carpets, light fixtures and acoustic ceiling tiles, the application of new paint, and incidental related work. It also includes a kitchen renovation and the installation of a new kitchen sink. The onsite supervision will require one (1) qualified individuals serving the roles of superintendent, quality control manager, and site safety and health officer.
Per FAR 36.204 - Disclosure of the magnitude of construction projects, the estimated price is between $250,000 and $500,000. Bonds and insurance will be required.
This procurement will be solicited as a 100% Small Business Set Aside, as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The North American Industry Classification System (NAICS) Code for this acquisition is 236220. The Small Business Size Standard is $45,000,000.00.

It is anticipated that an organized site visit will be conducted. Further details will be released upon issuance of RFP# N6660424R0251, which is anticipated to be on or around 15 March 2024 and will be posted at https://sam.gov. Offerors are responsible for monitoring information posted at this website. The closing date for receipt of proposal will be established within the RFP.
Potential offerors must be currently registered in the System for Award Management (SAM) to be eligible for award. (See internet site https://www.sam.gov)

The plans & specifications are designated Controlled Unclassified Information (CUI) and offerors must have an active CAGE Code to obtain the information.
