Replacement of the Cooling Tower and Heat Exchanger for the Centennial Job Corps Center located in Nampa, Idaho



The US Department of Labor, Office of Job Corps, has a requirement for a qualified firm to provide design build services for the replacement of the existing cooling tower and converting the existing open loop cooling tower system to a closed loop system at the Centennial Job Corps Center, located at 3201 Ridgecrest Drive in Nampa, Idaho. THIS IS A SOURCES SOUGHT NOTICE. In accordance with the Federal Acquisition Regulation (FAR) 10.002(b) (2) (i), this notice is issued for the purpose of conducting market research. Market research is being conducted to determine if there are potential businesses with the capacity and experience to perform the required work. This Notice is not to be misconstrued as an Invitation for Bid or Request for Proposal.



The Centennial Job Corps Center was constructed as a purpose-built Center for the Job Corps Program and all 10 of the buildings were completed in 1997 except for welding building “I” which was completed in 1998. Six of the Buildings (A, B, CM, CW, D and E) are all serviced by the central heating plant for heating and cooling in Building H. The others (F, G, and I have stand-alone systems, K is unconditioned) The current heat plant is comprised of a closed loop water system from the plant to each of the six buildings. The closed loop is cooled by an open loop cooling tower and flat plate heat exchanger in warmer months and by closed loop gas fired boiler and shell and tube heat exchanger in the colder months. At the individual buildings the water-source heat pumps dissipate heat into the loop for cooling and gain heat for heating. The heat pumps provide the difference needed between the loop temperature and the desired climate level. Tempered make-up air is provided in each mechanical room by a gas fired air handling unit.



This work will require design-build services for the replacement of the existing cooling tower and converting the existing open loop cooling tower system to a closed loop system. The replacement of the existing heat exchangers. Replacement of six secondary pumps on the closed water loop system, sized based on fluctuating loads, with variable frequency drives are also requirements of the services to be performed. The installation of air separators and vents throughout the system. Upgrading the current control system, and the replacement of water softeners/treatment throughout the Center are also required.



The estimated price range is between $1,000,000 to $5,000,000.



Firms interested in this requirement are requested to submit a statement of qualifications. Your statement of qualifications should demonstrate the capacity of your firm to provide the services outlined in this notice, and shall include the following information:





1. Previous projects of similar scope and value



Your submittal shall demonstrate your firm has provided design-build (design and construction) services on two and more Central Heating and Cooling Plant upgrade projects encompassing cooling tower and heat exchanger replacement with a $1M to $5M constructed value within the last five years.



Your previous experience shall include two or more projects utilizing a central plant with separate heating and cooling loops to supplement a closed loop distribution system to heat pumps located in each building served.



Include with your previous project examples the project location, the project owner, a brief description of the project, and specialty design consultants employed.



2. Project Location



Your project examples shall include three or more projects in the region of the country where this is located completed in the last five years indicating familiarity with state and local codes, environmental conditions, economic conditions, and experience/qualifications of local design consultants.



3. Cost control, project schedule, safety, and quality of work



Your previous project examples should also demonstrate a proven record of excellent performance by completing projects on or ahead of time. Using the previous project examples include the Contract Award/NTP date, the original contract completion date, and the actual contract completion date for each project.



Include with your submission projects that establish a proven record of excellent performance by reducing cost and completing projects on or below budget. Using the previous project examples indicate the contract award amount, the final contract value, and the percentage of change order value relative to the total construction value for each project.



Provide your established Safety and Quality Control procedures and protocols consistently applied to all projects.



4. Financial Capabilities



Your bonding capacity shall also be included with your submission. Please provide your aggregate and per project bonding capacity limits.





The government will evaluate market information to determine potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; and 2) secure and apply the full range of corporate and financial, human capital and technical resources required to perform similar requirements.



Your submission should not exceed 10 pages. Your response to this Notice is due no later than March 27, 2023, by 5:00pm EDT and submitted to Eileen Garnett, Contract Specialist, US Department of Labor/OASAM/OSPE/JCAS, A/E and Construction, garnett.eileen@dol.gov.
