SOURCES SOUGHT: THIS IS ONLY A SURVEY OF THE MARKET TO DETERMINE IF THERE ARE POTENTIAL CONTRACTORS THAT CAN SATISFY THE FOLLOWING REQUIREMENT: HYDRO CARTRIDGE INSPECTIONS & MAINTENANCE, HOMESTEAD, FL





The Air Force Reserve Command (AFRC) is publicizing this Sources Sought Notice to gather industry information regarding Hydro Cartridge Inspections & Maintenance at Homestead ARB, FL.





The Government is seeking to identify qualified, experienced, and interested firms, who shall provide all labor, tools, transportation, material, equipment, and supervision necessary to inspect and maintain 72 Hydro cartridge storm drain filter units once a month (12 Months a year total) at various locations on Homestead Air Reserve Base, Florida during Contract period. Hydro-Cartridges are in-line storm sewer insert type devices which are used to catch sediments, filter, and absorb hydrocarbon products from the storm water runoff in the catch basin manhole structure before entering the storm sewer system. The Contractor shall conduct a visual inspection of each individual Hydro cartridge unit. This inspection includes a visual check of the water quality inside the Hydro cartridge, signs of physical damage to the unit itself, and a physical check of the polymer absorbent material. Polymer Absorbent material will be replaced by the Contractor on an as needed basis. As part of the inspection process the contractor shall provide a meter or a calibrated dipstick to accurately determine the number of inches of sediment in each Hydro cartridge unit. This data shall be recorded on the Monthly Maintenance Report Sheet. Sediment shall be removed from the Hydro cartridge once the holding capacity reaches 80 percent, or if there is evidence of petroleum or other contamination. Removed sediment will be placed in a 55-gal drum or 5-gal bucket provided by CEV. Storm water removed prior to cleaning can then be used to refill the Hydro cartridge.



The anticipated performance period will be for a base year plus 4 option years. The applicable North American Industry Class System (NAICS) 2022 code is 562998 – All other misc waste management services. The small business size standard has an annual gross receipt of $16.5 million. It is anticipated that the contract for services will be awarded as a firm fixed price contract in accordance with FAR 13.5.





The following are tentative dates for this project:

Solicitation Closing: July 2023



Award/Performance Start: Aug 2023





Capability Statements shall be limited to no more than five pages and shall clearly state the following: Capability in Hydro Cartridge Inspections and Maintenance or a similar scope and scale. Offerors who cannot provide historical information for their company should provide corresponding information to show how your company would meet the requirements. This information should provide a strong level of confidence to the Government that an offeror would meet or exceed the performance requirements.





In addition, provide/answer the following:



(1) Company name, address, point(s) of contact, title, telephone number, fax number, email address, Cage Code and SAM UEI number;



(2) Company's business size, to include number of employees;



(3) Company's socioeconomic status to include, but not limited to: 8(a), SDB, and WOSB, SDVOSB.





AFRC Homestead is considering whether or not to set aside this acquisition for Women-Owned (WOSB), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB) or Small Business concerns. At present, this acquisition is expected to be issued as a 100% Small Business Set-Aside.
