(THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1333M2-24-Q-0045 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2024-02 (Deviation 2024-06)(JAN 2024



The National Oceanic Atmospheric Administration (NOAA), National Ocean Service (NOS) Cooperative Oxford Laboratory has a requirement for Annual Testing/Inspection of Fire Systems to Include Fire Extinguishers, Fire Suppression Systems, Sprinklers, Fire Alarm System, and 24-hr Monitoring of the facility’s Fire Monitoring System. All services rendered shall be in accordance with the Statement of Work and Service Contract Act, Wage Determination No. 2015-4275 Rev 24, Date of Last Rev. 12/26/2023.



Quotes shall be FOB destination.



The Government will award a firm fixed price contract based on a best value/trade-off. Quote shall include all costs associated with each CLIN unless otherwise indicated on the vendor’s quote.



This RFQ is unrestricted. The associated NAICS code is 238990, All Other Specialty Trade Contractors, with a size standard of $19.0M.



Additionally, each offeror must provide the following information with the quote:




  1. The Request for Quote (RFQ) number;

  2. The Name, Address, Telephone Number, and DUNS Number of the Offeror;

  3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;

  4. Acknowledgment of Solicitation Amendments (SF-30), if any,;



All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 11:00 A.M. Eastern on March 28, 2024; any award resulting from this RFQ will be made based on Technical Approach and Capability, and Price. Quotes must be submitted electronically via e-mail to scott.beliveau@noaa.gov . There will be no exceptions to the time and date on which responses are due, unless determined otherwise by the Government. Telephone inquiries will not be honored.



Site Visit



Contractors are strongly encouraged to schedule a site visit to review all existing conditions affecting the requirements in this statement of work, and to familiarize themselves with site conditions for purposes of formulating quotes. It is the Contractor’s responsibility to confirm existing conditions and evaluate requirements listed in the Statement of Work herein prior to submitting a quotation. Failure to determine existing conditions will not be considered a basis for granting additional compensation. Contractors who are interested in scheduling a site visit shall contact the technical points of contact below to arrange a date and time to visit the vessel and review project components and tasks pertinent to this statement of work.
