Description

“Pursuant to 13.106-1(b)(1)(i), the Federal Highway Administration (FHWA) intends to solicit from a single source with the RAND Corporation to provide consulting services in the field of Decision Making Under Deep Uncertainty (DMDU). FHWA requires experts in DMDU to provide technical assistance to FHWA and its partners/stakeholders in support of robust transportation planning. Through this initiative, FHWA aims to enhance current participatory, inclusive, data-driven and evidence-based transportation planning and programming. This initiative seeks to demonstrate that integrating DMDU techniques (quantitative as well as qualitative) into current transportation planning enables transportation planning agencies to better navigate deep uncertainties and plan, adapt, shape and achieve communities’ values and visions.



The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
