ANTICIPATED PROJECT TITLE: Construct Parallel Taxiway and Construct Airfield Upgrades, Kecskemet Air Base, Hungary



AGENCY: U.S. Army Corps of Engineers (USACE) Europe District (NAU)

TYPE OF CONTRACT: The USACE NAU anticipates soliciting and awarding a Firm-Fixed-Price (FFP) stand-alone Design-Bid-Build (DBB) construction contract. This acquisition is for the construction of a Parallel Taxiway and Airfield Upgrades project in Kecskemet Air Base, Hungary to achieve the objectives of the European Deterrence Initiative (EDI) Program. This project will provide Parallel Taxiway and Airfield Upgrades facilities for the United States Air Force (USAF).



The construction completion period is anticipated to be 727 calendar days after the Contractor receives the Notice to Proceed for the basic work.



TYPE OF SET-ASIDE: This acquisition will be issued on an unrestricted, full and open basis. Small and Small Disadvantaged Business requirements are waived for this project due to its location OCONUS.



DESCRIPTION OF WORK: The general scope of work consists of the construction of the parallel taxiway, ladder taxiways, airfield lighting, tactical fighter aircraft (TFA) parking apron, cargo delivery roadway, and supporting utilities. The Parallel Taxiway and Airfield Upgrades are based on conventional design and construction methods to accommodate North Atlantic Treaty Organization (NATO)-equivalent Tactical Fighter Aircraft (TFA) and Strategic Transport Aircraft (STA). Design aircraft include the F-15 Eagle, A-10 Warthog, and C-5 Galaxy. Airfield upgrades are in support of the EDI, Improve Airfield Infrastructure. Construction includes taxiway and apron pavement using medium-load design, 650-pounds-per-square-inch (psi) portland cement concrete (PCC), asphalt shoulders, a separation layer, a drainage layer, a drainage system, airfield lighting, pavement markings, cargo road, earthwork, and grading.



SELECTION PROCESS: The Government intends to select a contractor for award using a best value trade-off source selection process. This process allows for a tradeoff between non-cost factors and cost/price and allows the Government to accept other than the lowest priced proposal or other than the highest technically rated proposal to achieve a best-value contract award.



DISCLOSURE OF MAGNITUDE: The estimated magnitude of construction is between $25,000,000 and $50,000,000.
