STATEMENT OF WORK
Semi-Annual Tuning Service for Fire Tube Boilers
General Scope: This project consists of testing, inspecting, checking, and adjusting combustion gas and oil settings on Scotch Marine Boilers (3 Each) at VAMC Beckley, WV, per IAW Boiler Safety Device Testing Manual, 7th Edition (January 2023), and VHA Directive 1810 (January 2023).
This is a base year +4 optional year(s) contract.
This is a semi-annual service that requires multi-day trips to complete boiler tuning service.
This exercise requires a certified Fireye Burner controls installer/repair technician. Technician must follow recommended test procedures prescribed by BEI Safe Steaming Device Testing Manual 7th Edition. Check low water cutoff alarm system.
Check low water shunt switch.
Check auxiliary low water cutoff alarm system.
Check auxiliary low water shunt switches.
Check high and low water alarms.
Check high steam pressure cutouts.
Check steam safety valves (x2) each boiler. (Lift pressures are 120psi and 125psi per boiler.)
Check flame scanner.
Check high and low gas pressure switches, adjust if necessary.
Check high and low oil switches, adjust if necessary report final settings.
Check all combustion air switches and purge switches, adjust if necessary.
Adjust burner combustion settings and calibrate oxygen trim on each fire tube boiler.
Perform Yearly accumulation test on each boiler
Check all gas vents for leaks.
Check gas fuel safety shut off valves proof of closure.
Check fuel oil safety shut off valves proof of closure.
Check operation of Liquid Petroleum Gas Pilot. Check Low Oxygen alarm and/or cutout.
19. Check vibration of burner fans semi-annually at each tuning.
Check, Adjust, and Record (on final report) timing parameters for (Pre-purge, Post-purge, Ignitor, Main Flame Ignition, and Flame Out).
Calibrate instrumentation, monitoring, and control systems.
Check Furnace pressure
Check Combustion gas leaks into boiler room.
Calibrate and Test O2 monitoring system for entire boiler plant, adjust as necessary for tuning purposes, provide calibration documentation along with tuning documentation.
Provide site visit reports documenting all discrepancies, adjustments, and final settings of tuned, calibrated, and adjusted parameters. Place of Performance: Tasks will be performed in the boiler plant at the VAMC Beckley, WV in accordance with VA Master Specifications. Work will be in an occupied healthcare facility in operation 24 hours a day and care must be provided to keep work areas clean and contained.
*The contractor will be responsible for storage of materials and disposal of all unused materials. **The contractor will ensure that all sub-contractors meet and abide by all government regulations and requirements to include 30 hour OSHA training for superintendent and 10 hour OSHA training for workers.
