SYNOPSIS: Replace Gulf Coast District Chickees

THIS IS A PRE-SOLICITATION NOTICE ONLY. The National Park Service, Contracting Operations East, South Contracting Office intends to issue a Request for Proposal (RFP) to replace two existing chickees, a dock, and a camping platform at Lostmans 5. Each chickee and dock is at a different location in the Gulf Coast District of the Everglades National Park. The chickees are over-the-water pile-supported structures used as campsites by visitors in the backcountry. All work sites are in the backcountry and only accessible by boat. A detailed Statement of Work will be provided with the solicitation documents.

PUBLICIZING: The official solicitation and its attachments will be issued on or about February 22, 2024 (the date is subject to change) and will be posted to the SAM.gov website at https://sam.gov/content/home

This procurement will be 100% set aside for Small Businesses. The NAICS code is 237990- Other Heavy and Civil Engineering Construction. The small business standard is $45 million.

ESTIMATED MAGNITUDE: Between $250,000.00 and $500,000.00

TYPE OF PROCUREMENT: It is anticipated that a firm-fixed-price construction contract will be awarded requiring submission of both a technical, past performance and price proposal. The Government intends to award (1) one contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation, will be most advantageous to the Government, price, and other factors considered. Payment and Performance Bonds and Bid Guarantee will be required.

The contract is expected to be awarded by April 2024. Federal Construction Wage Rates for Collier County, FL will apply.
SAM REGISTRATION: All interested offers MUST have an active vendor record in SAM.gov, be a small business under the identified NAICS code 237990, and NOT have any exclusion such as a delinquent federal debt or debarment.

SITE VISIT: A site visit is not scheduled for this action. Offerors are highly encouraged to review and understand the attachments that will be included with the solicitation to ensure they fully understand the requirements and conditions that may affect the cost of the project, specifications, and performance. Offerors are free to use their boat to independently visit the area.

Offers will be due approximately 30 days after issuance of solicitation unless extended by amendment. This notice is for informational purposes only and is not a request to submit offers. The Government is not obligated to issue a solicitation because of this notice.

NOTE: No additional information is available until the solicitation is released. The Contracting Officer maintains no offeror list. Interested parties are encouraged to monitor this announcement for updates and the release of the solicitation documents. The solicitation documents for this procurement will be accessible from the SAM.gov website at https://sam.gov/. Once logged into the SAM.gov website, change the search criteria to Contract Opportunities and type in the Solicitation Number 140P5424R0005 in the field. It is and will continue to be, all potential offerors¿ responsibility to monitor the SAM.gov website for any amendments, updates, and responses to questions and answers. All responsible sources may submit a proposal which the agency shall consider.
