Description

This is a Sources Sought synopsis only, not a solicitation announcement and is issued solely for informational and planning purposes. This posting is not a Request for Proposals (RFP) or a Request for Quotations (RFQ), and it is not considered to be a commitment by the Government to award a contract nor is the Government responsible for any costs incurred in furnishing information provided under this Sources Sought. No basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided. Further, the USCG is not at this time seeking proposals and will not accept unsolicited proposals. No proprietary, classified, confidential, or sensitive information should be included in your response to this Sources Sought. Responses will assist the Government in determining the availability of potential solutions and commercial products in the market. At this time, no solicitation exists; therefore, do not request a copy of the solicitation. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.



The USCG is looking for companies capable of providing Flight Line Mobile A/C & Heating Carts that will be used throughout the U.S Coast Guard.



ESSENTIAL PHYSICAL CHARACTERISTICS:



A. Design Specifications:




  • Cooling Capacity – approximately 24 Nominal tons

  • Air Flow -190 lb./min

  • Supplied Air Temperature (@100⁰F & 50% RH) – 35-50⁰F

  • Heating Capacity – 350,000 btu/hr. or higher

  • Heating Air Temperature – 90-110⁰F

  • Generator Power 60kw

  • Compressor Type – Scroll



B. Dimensions:




  • Length – Approximately 184 in.

  • Width – Approximately 87 in.

  • Height – Approximately 78 in.

  • Weight – Not to exceed 9,700 lbs.



C. Performance:




  • R-134a refrigerant

  • Refrigerant high-low pressure shut down

  • Compressor discharge temperature shut down

  • Blower loss of pressure on heating units

  • Utility power quality shutdown relay monitors for loss of power, phase imbalance and under voltage.

  • Low Fuel warning signal with a Low Fuel automatic shutdown

  • Condenser and evaporator coils of rugged copper tube and aluminum fin construction

  • Diesel-electric – diesel use on the flight line, but can be easily converted to 3-phase, 480V, 60HZ utility power in the hangar.

  • Plug in power option to allow unit to operate from 380/480v, 50/60HZ, 3-phase power without operating the diesel engine.

  • Engine Block Heater

  • Air Outlet Damper Control

  • High Performance Blower (200ppm)

  • 50-foot Power Cable

  • 12” x 8” wire Supported and Insulated, Air Delivery Hose with a minimum of 30’ in length and maximum of 40’ in length.

  • Frost resistant evaporator

  • Easily transported onboard an appropriately sized aircraft- cart should include tie down rings making it safe for air transport.

  • Adjustable air outlet damper to regulate output.

  • Trailer-mounted and completely self-contained

  • Shall not require an air-return from the aircraft.

  • Carbon Monoxide shall not be present in the output airflow of the unit in any operational mode.



D. Items to be Included at no charge with the units:




  • Two (2) complete CD Rom manuals

  • Two (2) printed operation manuals.

  • Standard Warranty



The proposed North American Industry Classification System (NAICS) code for the future acquisition is 333415 - Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing. The size of business pursuant to NAICS is 1,250 employees.
