The Naval Air Warfare Center Weapons Division (NAWCWD) intends to competitively procure as a total small business set-aside, a Cost Plus Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) type contract, to a single awardee for Air Weapons Systems Survivability Analysis, Systems Safety Analysis, and Modeling and Simulation Verification, Validation and Accreditation Support. A Sources Sought was posted to FedBizOps on Oct 20, 2014 under Solicitation number N6893615R0037 and five responses were received. Two small business responses appeared technically capable. Therefore, a total small business set-aside determination has been made.

The Research and Development services to be obtained under this procurement will be for (1) model and simulation (M&S) verification, validation and accreditation (VV&A), (2) vulnerability analysis, (3) assessment of M&S VV&A related products and processes, (4) survivability analysis, (5) susceptibility analysis, (6) assessment of test results on survivability estimates including proposed design changes to enhance survivability, (7) systems safety support, (8) lethality analysis, (9) analytical and test data acquisition and reduction, (10) assessment of analytical estimates, (11) simulation development, enhancement, operation, configuration management, maintenance and related support, (12) test planning and reporting for ballistic systems tests, (13) test and analytical data review, (14) test planning and reporting for susceptibility tests, (15) mission effectiveness analysis, (16) air-vehicle battle damage repair analysis, (17) cost and operational effectiveness analysis, and (18) analysis of alternatives studies. It is anticipated the majority of the work will be performed at the contractor's site. A minimum of one (1) Task Order will be ordered and the contract is anticipated to be 62,040 hours over a five year period of performance.


Delivery will be FOB Destination to NAWCWD China Lake, CA. Access to classified data up to and including Top Secret is required in the performance of this contract. The request for proposal (RFP) will be issued on or about 20 May 2015 and will be available through Fedbizopps [https://www.fbo.gov]. The RFP will close 30 days after the date of issuance.


Award is anticipated to be on or approximately 31 September 2015. All responsible sources may submit a proposal, which shall be considered by the agency.

The draft SOW posted on 30 June 2015 provides two sets of survivability models; the first set is outdated and will be replaced by the second set of survivability models in the RFP.

The purpose of this modification is to clarify the intent of NAWCWD to issue an RFP under the NAICS code 541712, with the exception of "Aircraft, Aircraft Engine and Engine Parts" and a size standard of 1,500 employees. The purpose of this contract is to provide research and development analysis for Naval Air Warfare Center Weapons Division (NAWCWD) in the areas of air weapons systems survivability and lethality, test and analysis support, modeling and simulation (M&S), and M&S verification, validation, and accreditation. Elements of contract support include research and development of the following: (1) air weapon survivability and lethality analysis; (2) survivability simulations; survivability systems engineering analysis (3) test and analysis support and (4) the documentation inherent in the engineering or analysis process.
