The largest difference between the award listed above and this solicitation is that this will be a definitive firm fixed price purchase order through FAR parts 12 & 13. All services listed in the SOW will be all-inclusive per line item.

Can the government confirm if there are any monthly K9 Bed Bug inspections or visual inspections other than the quarterly K9?
Yes ,Canine Inspections will be conducted as needed.
Can the government provide clarification if all 30 vehicles a month are for all sites combined or just for Richard L. Roudebush VA Medical Center?
There are government owned vehicles are at each location. As outlined in the Statement of Work (SOW) contractor shall treat at minimum 30 vehicles per month.

Clarify if it is required to digitally sign documents that require signatures.
You can wet sign the documents that need signed, or digitally sign them but they cannot be on company letter head unless it is something you created.
Does Key Personnel and Wage Sheet and Contract Information Data as well regarding Volume 1?
The key personnel should be listed on the attachment in the solicitation and filled out as requested. Please note that there will be an amendment coming to answer vendor questions regarding the solicitation and will need to be included in your quote submission.
