Description

NOTICE OF INTENT TO ISSUE SOLE SOURCE AWARD; THIS IS NOT A REQUEST FOR QUOTATIONS.



The Contracting Department, NAVSUP Fleet Logistics Center (FLC) Norfolk, VA, 23511-3392, intends to negotiate a firm fixed price contract for the design and installation of several Naval histories wall exhibits, utilizing the procedures under FAR Part 13, Simplified Acquisition Procedures. The Government intends to solicit and negotiate with only one source, Enhance a Colour Danbury CT 06810. The authority for use of other than full and open competition is FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.



The applicable NAICS code for this requirement is 541850, Indoor outdoor Exhibits, and the size standard is 34.5 employees.



GENERAL DESCRIPTION:



NAVSUP FLC Norfolk has a requirement to acquire the service of a graphic design company to design and install four Naval heritage walls at the US Naval War College Museum (NWCM) in Newport, RI. The exhibit will utilize ship models, historic photographs, wall murals, and large format graphics to interpret more than 160 years of the Navy’s presence in Newport.



As part of this effort, in 2019 NWCM utilized Enhance a Colour to produce a 210 square feet wall mural for the Naval Justice School’s (NJS) newly-renovated classroom building that detailed the history of the Navy JAG Corps. The new base headquarters exhibit needs to produce the same visual experience that is identical to the one designed in NJS in order to create continuity between the two, as well as to promote faster recognition of learning opportunities and encourage audience members to look for similar displays throughout the base



Enhance a Colour is the only vendor that can create the identical graphics, product finishes, narrative styles, and other artistic and design details that were used in the original NJS exhibit. Attempting to award to another vendor would make it impossible to reproduce all these details in the base headquarters exhibit and would disrupt the common themes and visual storytelling elements of the exhibit that we seek to recreate around the base.



This notice of intent is NOT a request for quotations or proposals, and NO solicitation is available. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. However, the Government will consider all bids, proposals, or quotations received by the closing response date. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This will be the only notice of the Government's intent to solicit, negotiate, and award to one source, Enhance a Colour.
