Pre-Solicitation Notice:

The purpose of this synopsis is to provide notification of the Government’s expected solicitation release set for the date of on or around Thursday, 4 April 2024. The solicitation number will be FA448424R0016. This requirement will be a 100% small business set-aside.

Requirement Description

The 87th Contracting Squadron is looking to procure a playground for JB-MDL. This will be a Brand Name or-equal requirement. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to install a new playground system. The system shall have an inclusive design and intended to accommodate all children between the ages of 5 & 12 years of age. The sytem will be a GameTime Switchback Peak model PS21026 or equal and must meet all criteria set forth in the statement of work.

1. Play Surface
   
   
   
   
   1. The contractor will supply and install a 10,000 SF, ADA compliant, poured in place EPDM rubberized unitary playground surface. Compacted crushed stone sub-base will be a minimum six-inchs
   
   
   2. Fall Protection; entire surface will have a Head Injury Criterion (HIC) rating of under 400 HIC at ten feet.
   
   
   3. Wear course (top layer) will be a minimum of 1.5” thick.
   
   
   4. Base layer (bottom layer) will be a minimum of 3.5” thick.
   
   
   5. Play surface will be flush and level at the sidewalk attachment point. (See Attachments) all other edges of the play surface will be beveled.
   
   
   6. The play surface will promote positive drainage away from play area with a smooth transition from the playground to the sod.
   
   
   7. Surface color must be approved by the project manager prior to installation.
   
   
   
   


2. Install Playground Equipment
   
   
   
   1. All aspects of equipment installation will be performed by installers certified by the manufacturer.
   
   
   2. Provide and install new inclusive, steel tube frame, eight level, hexagonal footprint, playset. The levels of the playset will be set at 1-foot intervals starting at 1 foot. All levels must be accessible by wheelchair. The highest level will be 8 feet above the playground surface. System must have the following items.
      
      
      
      1. Assortment of at least seven slides. Two must be spiral, and at one roller type slide.
      
      
      2. Assortment of horizontally mounted overhead ladder type features.
      
      
      3. Six person rocking platform with room for an additional wheelchair.
      
      
      4. Overhead shade protection on the 3 ft, 5 ft, and 8 ft levels.
      
      
      5. Assortment of sound makers, linked talking tubes, climbers, informative/educational panels, cargo nets, and interactive game panels.
      
      
      6. Contractor will ensure the play equipment use zone falls entirely within the play surface.
      
      
      7. Playground equipment color palette must be approved by project manager prior to installation.
      
      
      
      
   
   
   
   

All work shall be completed within a 210 calendar day period upon the start of the project excluding holidays. Immediately following contract award, the contractor shall coordinate with the COR regarding actual material lead times, subcontractor scheduling and to ensure minimal impact to customers operations.

Upon release to the public, the RFP, as well as any amendments, will be available on SAM.gov. The RFP will specify actual date and time for receipt of proposals. No paper copies of the RFP will be mailed and not telephone requests for paper copies will be honored. Solicitation response date will be noted in the actual solicitation when posted.
