Crane and Rigging Services - Davis-Bacon Act (DBA) / Service Contract Act (SCA)
The purpose will be to solicit subcontract support crane and rigging services in support of equipment installation and construction projects. Equipment to be offloaded, transported, and placed in its final location for installation includes sensitive scientific equipment, large industrial equipment, building equipment and other equipment. Work locations include sensitive scientific spaces, congested spaces, tunnels, building, roofs, equipment pads, etc.
The sample Statement of Work describes the crane and rigging requirements Compliance with all Davis-Bacon OR Service Contract Act requirements for all work performed under this IDIQ contract.
Some orders will be issued as Task Order Releases against the master IDlQ subcontract award being solicited. In these cases, SLAC Firm-Fixed-Price Construction Terms and Condition will be incorporated as part of each Task Order.
On other orders, where DBA is not applicable, a Service Order will be issued. In such cases, SLAC Firm-Fixed-Price Supplies and/or Services Terms and Conditions will be incorporated.
Potential bidders will need to meet all necessary criteria outlined in Section L of the draft RFP. A partial list of the criteria required include the following:
o The Offeror’s contractor’s license has not been revoked within the past five (5) years;
o The Offeror’s company has not been debarred within the past five (5) years from working on any U.S. government contracts/subcontracts;
o Neither the Offeror’s firm, nor any of its owners or officers have been convicted of a crime involving the awarding of the contract of a government (U.S. Federal, State, and City) construction project, or the bidding or performance of a government contract;
o Offeror must demonstrate the ability to obtain a local presence in the San Francisco Bay Area, if awarded a subcontract; and
o The Offeror must list any U.S. projects within the past five (5) years that have been terminated for default. The Offeror’s company cannot have any U.S. projects within the past five (5) years that have been terminated for default.
