The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the National Ocean Service, National Centers for Coastal Ocean Science Division intends to solicit for analytical chemistry services.
The primary task for this effort is to provide analytical chemistry services for NCCOS’s Mussel Watch, Bioeffects Assessment, and Special Studies Programs. Secondarily, NCCOS may contract all or a portion of field sampling activities, particularly for Mussel Watch. The period of performance of the contract shall be five years divided into five one-year options. The Contract Scientific Lead will interact with the scientific and field staff of the successful laboratory to ensure scientific standards are met.
The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15. The RFP will be issued on or about April 4, 2024 with proposals due on or about April 26, 2024. The solicitation number will be 1305M224R0017. This procurement will be solicited on a full and open competition basis. The Government anticipates awarding a single firm-fixed-price IDIQ contract to a contractor whose proposals represents the best value to the Government, considering price and non-price factors. The RFP will be issued via electronic posting on sam.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor sam.gov for the release of the RFP, Statement of Work, and all subsequent amendments. The Statement of Work will be uploaded to sam.gov with the RFP. Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov/portal/public/SAM.
