SOURCES SOUGHT NOTICE





THIS IS NOT A REQUEST FOR PROPOSAL (RFP) OR REQUEST FOR QUOTATION (RFQ)





This is a Sources Sought Notice and does not constitute a solicitation by the government.





The information gathered from this request is for planning purposes only. If a solicitation is issued, it will be issued at a later date. The Government is not obligated, nor shall it pay, for any information received from potential sources as a result of this Sources Sought Notice. No official solicitation exists in connection to this notification. If in the future an official solicitation is released, there is no guarantee that sources responding to this sources sought will be included on the sources list.





This Sources Sought Notice is to determine the availability and capability of small businesses including certified 8(a), Small Disadvantaged, HUBZone firms, veteran and Service-Disabled Veteran-Owned Small Businesses, and Women Owned Small Businesses to perform the requirements of the draft Performance Work Statement.





The NAICS code associated with this requirement is 424720, and the small business size standard is 200 employees.





BRIEF SUMMARY OF WORK





Liquefied petroleum (LP) gas is required at various facilities on US Department of Defense (DoD) installations on Guam for the purpose of but not limited to cooking, laundry, and water heating. There is not a utility company on Guam that provides LP gas; therefore, a contract is needed for a vendor to supply and deliver LP gas into refillable gas tanks for DoD agencies to support morale, welfare and recreation activities.





The Contractor shall provide all labor, material, and equipment necessary to supply and deliver up to 36,000 gallons of LP gas per year as required by DoD agencies to various locations on DoD installations on Guam. The intent is to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract from which firm-fixed-price (FFP) Delivery Orders (DO) will be issued.





The Contractor shall supply and deliver LP gas in accordance with (IAW) the respective DO. Equipment and parts issued by the Contractor shall not be a requirement in order for DoD agencies to receive supply and delivery of LP gas from the Contractor IAW the DO. The Contractor shall comply with all applicable laws and regulations, including but not limited to Federal Law, Guam Laws, Occupational Safety and Health Administration (OSHA) regulations, Navy, and installation regulations.





The period of peformance for this IDIQ is intended to be for one (1) base year and four (4) option years, for a total period of five (5) years as specified below.





Base Year: 01 March 2024 – 28 February 2025



Option Year I: 01 March 2025 – 28 February 2026



Option Year II: 01 March 2026 – 28 February 2027



Option Year III: 01 March 2027 – 29 February 2028



Option Year IV: 01 March 2028 – 28 February 2029





Actual dates for deliveries and/or period of performance will be determined by the individual DOs.



SUBMITTAL REQUIREMENTS



The Government acknowledges that responses to this sources sought are not binding offers. The information obtained will assist in our market research and future solicitation processes.





Please send your Capabilities Statement no later than 05DEC2023 0900 Japan Standard Time to Jason Sakazaki by email at jason.e.sakazaki.civ@us.navy.mil with the following subject: “Source Sought – LP Gas Supply and Delivery in Guam”





The Capability Statement shall succinctly address the following items to demonstrate the contractor’s capability to perform the requirements of this draft Performance Work Statement and shall not exceed three 8.5” x 11” pages, in a font no smaller than 10 point:





The capabilities statement shall be concise and focused on the required services as described in the performance work statement (PWS). Include the contractor’s ability to manage, technical ability, and capacity to conduct the types and magnitude of tasking in the PWS.



Sales brochures, videos, and other marketing information materials are not solicited and will not be reviewed.



Cost or price information is not solicited and will not be reviewed



COMPANY PROFILE shall include: company name; company address; business size; CAGE code; UNIQUE Entity ID; NAICS codes; point‐of‐contact name, telephone number, and email address; and indicate if actively registered on System for Award Management (SAM).



RELEVANT EXPERIENCE: Provide a minimum of one and up to three projects completed within the last ten years that are similar in size, scope, and complexity to the current requirement. Submit the location of the work, a brief summary of the work, and statement of the firm’s involvement in the work (prime contractor, subcontractor, and approximate percentage of self-performance) for each project.



SUBCONTRACTORS (Optional): If applicable, provide established subcontractor arrangements or partnerships with other companies that your firm could potentially use in the execution of this requirement. Provide a brief description of each subcontractor and the nature and extent of your firms past, current, and planned future work together.



PWS COMMENTS /QUESTIONS (Optional): Submit any comments or questions that your firm may have regarding the PWS. The Government will consider them as it finalizes the PWS. The Government will not issue any updates to the Sources Sought with responses to any questions or comments received.
