Description

This Request for Information (RFI) is for planning purposes only and is being used solely as a market research tool in accordance with FAR Part 10, Market Research. This is not a Request for Proposal (RFP), nor is a Request for Quotation (RFQ), nor is an announcement of a solicitation. Response is strictly voluntary, and the Government will not provide any reimbursement for any response for the effort expended in the preparation of a response by any vendor.



Submission of a response to this RFI notice will not affect any potential offeror’s ability to submit a quotation/proposal in the future should funding become available and a solicitation for this type of requirement is issued. There is no solicitation document associated with this RFI. There is no obligation on the part of the Government to acquire any product or service as a result of this RFI. Submissions made to the Government will not be returned. Information provided in this RFI is subject to change and is not binding upon the Government.



INTRODUCTION



The U.S. International Trade Commission’s (USITC or Commission) is an independent, quasi-judicial Federal agency with broad investigative responsibilities on matters of trade. The USITC’s mission is to: (1) administer U.S. trade remedy laws within its mandate in a fair and objective manner; (2) provide the President, the United States Trade Representative (USTR), and Congress with independent, quality analysis, information, and support on matters relating to tariffs and international trade and competitiveness; and (3) maintain the Harmonized Tariff Schedule of the United States.



PURPOSE



This is a Request for Information (RFI) for a USE OF Artificial Intelligence (AI) FOR OFFICIAL COURT RECORDING SOLUTION for the USITC. The goal is to implement a solution to record and transcribe official agency hearings, meetings, and events (including round-tables, hybrid proceedings, off-site interstate and international proceedings) that is cost-effective and scalable, without placing undue burden on USITC staff.



GENERAL REQUIREMENTS



USITC is requesting information to determine the capabilities of vendors/industry to provide court recording and transcription services for agency hearings, meetings and events utilizing AI.



The USITC requests respondents to describe experience providing court recording and transcription services utilizing AI technology, as well as discussion of scope, timeline, and challenges that had to be overcome.



Additionally:



A. Vendor Profile and Experience - Provide a brief overview of your company, including:




  1. Company Description (nature of business?)

  2. Number of years in business

  3. Number and description of different geographic locations

  4. Description of experience providing and managing your solution

  5. High level overview of deployment schedule for: large, medium, and small implementation

  6. Work performed for clients that are Federal or State Government agencies





B. General Functionality




  1. How does your company use AI-powered technology in providing court recording and transcription services?

  2. Do you provide AI-powered court recording and transcription services to government agencies, courts, or other entities?

  3. On what type of technology is your AI-powered court recording and transcription services based?

  4. Does your AI-powered court recording and transcription services offer real-time court recording? If so, how does that functionality work?

  5. Does your AI-powered court recording and transcription services offer captioning for accessibility purposes? If so, how does that functionality work?

  6. Does your AI-powered court recording and transcription services have the capability to identify and mark exhibits presented during a recorded event?

  7. What is the accuracy rate of your AI-powered court recording and transcription services? How do you measure accuracy with diverse speakers, including those with varying voice tones, accents, and/or speech impediments?

  8. Are your AI-powered court recording and transcription services able to store transcripts/recordings of events on its repository that could be accessible to authorized individuals?

  9. Does your AI-powered court recording and transcription services provide court recording and transcription services for hybrid (i.e., on-premises and virtual participation) proceedings?

  10. Do you provide any technical support in the administration of your solution?

  11. Is your AI-powered court recording and transcription services FEDRAMP certified? If not, are you in the process of obtaining or seeking FEMRAMP certification? (The Federal Risk and Authorization Management Program --www.fedramp.gov).

  12. What is the estimated cost range to implement your AI-powered court recording and transcription services for a similarly-sized small Federal agency to that of the USITC, and/or cost range(s) based on different size/scope implementations your organization has previously performed?



HOW TO RESPOND



Interested companies responding to this RFI is requested to provide the information from item A and the responses to the above questions in item B, as well as the following information:




  • Company name, address, and website

  • Company business size, socio-economic status

  • Any GSA Multiple Award Schedule contract or Government-wide Acquisition Contract (GWAC) the company currently holds

  • SAM Unique Entity Identification (UEI) Number and Commercial and Government Entity (CAGE) Code

  • Point-of-Contact name, position, telephone number and e-mail address

  • An overview of the leading solution(s) options your company would recommend that take into account the information provided herein

  • Concerns that should be considered by the USITC as part of any potential solicitation



Interested companies may submit a response to this RFI, with the information requested above, and any and all other applicable information, on or before April 8, 2024, 5:00 p.m. ET.

Companies are discouraged from submitting any information deemed as general marketing material and/or proprietary.
