The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center The National Oceanic and Atmospheric Administration (NOAA) Ship Pisces requires four (QTY 4) replacement vacuum sewage pumps for NOAA Ship PISCES and the FSV Class Ships.
(II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NM-AN2120-23-01455, NAME: Vacuum Sewage Pump
(III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-4.
(IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 336611. The small business size standard is 1,250 Employees.

REQUIREMENTS:

4.1. Procure four (QTY 4) replacement Vacuum Sewage Pumps Assembly (with motor) for NOAA Ship PISCES and FSV Fleet Spares. Existing Sewage Ejector Pumps are manufactured by Envirovac. Technical information for the existing pumps is provided below:

4.2. New replacement pumps shall be comparable and compatible with the currently installed pumps. Pump installation dimensions shall remain the same to allow for pump interchangeability and quick replacement without need for piping or foundation modifications.
4.3. Motor voltage and ratings shall be the same as original (575VAC / 4.8kW)
4.4. Pump operation shall remain the same or better (350 GPM @ 33 feet head)
4.5. Materials and pump construction shall be designed to process human waste.
4.6. Pumps shall be ABS approved.
4.7. For any new pump model, provide a technical manual for the pumps to include pump and motor technical details, troubleshooting, repairs, spare parts, drawings, and maintenance information.

(IX) FAR 52.212-2, Evaluation – Commercial Items (https://www.acquisition.gov/far/part-52), applies to this acquisition. Offers will be evaluated based on price and the factors set forth in paragraph (a). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government intends to award a best value trade-off, firm fixed-price purchase order on an all or none basis with payment terms of Net 30.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
