Request for Proposal W9124D20R0016, Army Transition Assistance Program (TAP)



The Mission and Installation Contracting Command (MICC) – Fort Knox, 199 6th Ave, Bldg 1109, Fort Knox, KY 40121, herein is a solicitation for Army Transition Assistance Program (TAP) Services to award a single, combination-type contract shall be used with firm-fixed-price (FFP) contract line item numbers (CLINs) for labor and two cost-reimbursement CLINs for other direct costs (ODCs)--travel and training/marketing materials in support of the United States Army Human Resources Command (HRC), FT. Knox, KY. This requirement is for a competitive 100% set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB).



The posting date of the solicitation is on 28 February 2020. The closing date of the solicitation is on 30 March 2020 at 1100 AM (Eastern Time).



The anticipated Period of Performance includes a 60 day Phase-In period of 04 May 2020 through 03 July 2020, full performance begins 04 July 2020 with a base period of 10 months and four (4) option periods of 12 months. The NAICS code for this requirement is 624310 Vocational Rehabilitation Services. The small business size standard is $12,000,000.00.



The Mission and Installation Contracting Command (MICC) Fort Knox has a requirement in support of the United States Army Human Resources Command (HRC), Fort Knox, KY for Army Transition Assistance Program (TAP) services provided throughout the Continental United States (CONUS) and some Outside Continental United States (OCONUS) locations to include Korea, Kuwait, Germany and Italy. This is a non-personal services contract providing transition services to Soldiers to the standards prescribed by the Veterans Opportunity to Work to Hire Heroes Act of 2011 (VOW Act), Army Regulation (AR) 600-81-Soldier For Life-Transition Assistance Program, Army’s Career Readiness Standards (CRS), and site-specific Government directives. This includes: operation of all identified transition assistance places of performance; providing pre-separation and initial counseling; personalized transition and financial counseling; individual transition planning advice; Career Skills Program (CSP) support; assessing higher education support, employment-seeking assistance; marketing and career/hiring event support; and assisting employers with connecting their open positions with the transitioning service member population.

Potential Offerors are responsible for monitoring beta.sam.gov for release of the solicitation package and any amendments.
