Description

This announcement constitutes a Sources Sought Synopsis (market survey). This is not a request for quote (RFQ) or a request for proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary.



Please submit electronic response indicating the company’s capability as well as POC (name, telephone # and email address) along with contractor’s CAGE, UEI, and the physical location of your facility to the individuals listed within this notice. This request may not directly lead to a Request for Quotation/Proposal.

GENERAL SCOPE: The Contractor shall provide all personnel, labor, vehicles, supervision, training, tools, equipment (including dumpsters), safety equipment and other items necessary to provide municipal solid waste (MSW) collection to at multiple locations on North Field, Tinian, CNMI. Collection areas are in Appendix A. See Appendix B for estimated solid waste schedule.



DESCRIPTION OF EQUIPMENT AND SERVICE REQUIREMENTS: The Period of Performance (PoP) for this contract shall be 6 months duration with two 3-month Option period. Each CLIN listed in the Schedule shall be quoted with a price per item and total per CLIN.




  • CLIN 0001: MSW Dumpsters (8 CY)

  • CLIN 0002: Construction and Demolition Debris

  • CLIN 0003: Unscheduled Pickups, Additional Pickups, and Special Events (8 CY)





The Contractor shall provide the following service requirements:




  1. Mobilize/de-mobilize containers to locations shown in Appendix A. The contractor may be required to relocate units to other designated areas within 24 hours upon request by the customer.

  2. Empty containers based on historical data for the first 30 days of performance or at least weekly. Contractor shall optimize the collection schedule to prevent overflow of containers.

  3. The contractor shall return all containers to their original location after servicing, in an upright position with the lids securely in place (closed). The contractor is responsible for cleaning up any spills, debris, etc., on the ground within 20 feet of the container when servicing a location. The contractor shall maintain all bins ensuring they are free from unpleasant odors, dirt, debris, standing water, and pests. The contractor shall collect debris placed at collection stations; for example, tree branches, sacks, cartons, boxes, cans, tied bundles, or other containers. It is intended that the majority of debris will be placed in containers. The contractor shall notify the Contracting Officer of locations where debris is frequently placed outside of containers so the Contracting Officer may notify facility managers and, if necessary, the contractor can adjust the container size or pickup frequency with Contracting Officer approval. The contractor shall be responsible for keeping collection areas free of solid waste and debris.

  4. Construction and Demolition Debris (C&D). When requested by the Contracting Officer, the contractor shall provide hauling services for collection and disposal of C&D. The contractor shall respond within one business day of notification from the Contracting Officer. The contractor shall dispose of all C&D at a permitted landfill. The contractor shall provide weight tickets of hauling equipment to the Contracting Officer. Contractor shall be on an “on call” basis within one business day of notification by the Contracting Officer. (CLIN 0002)

  5. Unscheduled Pickups, Additional Pick-ups and Special Events. In addition to the scheduled solid waste collections, the Contracting Officer may request the contractor to make unscheduled collections and disposals. For unscheduled events, the contractor shall respond within one business day of notification from the Contracting Officer. For special events, the Contracting Officer shall notify the contractor in writing at least 7 days in advance of the special event date. The contractor shall also provide (or re-position as directed) solid waste containers. These containers shall be placed in locations for a length of time designated by Contracting Officer.   6. Contractor shall acknowledge discrepancies, damages, malfunctions, and/or valid complaints within 24 hours and achieve resolution within 48 hours.

  7. The contractor shall transport and dispose of all waste at a permitted off-base disposal site. A copy of the landfill(s) operating permit that material is transported to shall be provided to the Contracting Officer. The contractor shall ensure disposal services are performed in accordance with existing local and federal regulations. The contractor shall be responsible for any permit or fees associated with the use of off-base disposal locations.

When or if released, the solicitation will be posted to Sam.gov. All interested parties MUST respond to the solicitation announcement separately from the responses to this announcement. Any referenced attachments will be included with the solicitation.
