Pre-Solicitation Notice: A Firm-Fixed-Price construction purchase order is anticipated for the installation/replacement of Booster Pumps and Control Panel for an existing Grundfos (OEM) water supply system located at the Blanchard Springs Visitor Information Center near Fifty-Six, AR. This is not a Brand Name request. The replacement parts needed must be 100% manufactured and assembled in the US to comply with the funding requirements identified as Division G--Other Authorizations, Title IX, “Build America, Buy America” of the Infrastructure Investment and Jobs Act (IIJA), Public Law No. 117-58.

The method of procurement shall be a Request for Quote (RFQ) in accordance with the procedures set forth in Parts 13 and 36 of the Federal Acquisition Regulation (FAR), with an estimated issue date of January 5, 2023, and a projected quote due date of January 25, 2023. Project consists of; but is not limited to; contractor shall provide all labor, tools, equipment, and materials to remove and replace existing Grundfos Variable Speed Packaged Pumping System (4-pumps) and Control Panel, demo and dispose of Peabody Pump and controls, associated piping, and appurtenances, to maintain water pressure. This will include demo (and disposal), electrical, plumbing, and controls. Upon completion of installation, testing and training will also be required as well as any and all tasks reflected in the Statement of Work, Specifications and/or Drawings that will be issued on or around January 5, 2023.

Project duration shall be approximately 180 calendar days from issuance of the Notice to Proceed (NTP). This procurement is set aside 100% for Small Business concerns. The applicable NAICS code is 237110 with a small business size standard of $45M. The magnitude of the construction estimated cost range is $25,000.00 - $100,000.00.

A Pre-Bid Conference will be held on 18 January 2023 between 10:00 AM and 3:00 PM Central time at The Blanchard Springs Cavern Visitor Center, 704 Blanchard Rd, Fifty-Six AR, 72533. All interested bidders are strongly urged to attend and shall RSVP no later than COB 17 January 2023.
