Notice of Intent to Sole Source: APS Mead-Bagdad Study Service – GE Grid Solutions, LLC



The Department of Energy (DOE) / Western Area Power Administration (WAPA) intends to issue a sole source award, under the authority of FAR 13.5, Simplified Procedures for Certain Commercial Items (IAW 41 U.S.C.1901 Simplified Acquisition Procedures), to GE Grid Solutions, LLC of Atlanta, GA. The vendor shall provide engineering studies, including electrical system transient studies, to facilitate WAPA design of a new interconnection tap substation being requested by another utility to tap the Mead-Perkins (MED-PES) 500-kV Transmission Line.



This is a sole source acquisition to GE Grid Solutions, LLC as they are the only vendor that can provide the required engineering studies. The MDE-PES 500-kV Transmission Line connects WAPA’s Mead Substation in Nevada with Salt River Project’s (SRP) Perkins Substation in Arizona. GE designed the series capacitors, and their associated control systems, based upon detailed engineering studies and electrical system transient studies that they performed as part of series capacitor upgrade project in 2009 for Mead and Perkins. In-depth knowledge of GE’s series capacitors and their associated control systems is limited to the original manufacturer due to the proprietary aspects of these series capacitors. Proprietary rights held by GE prohibit any other external vendor from providing accurate engineering/transient study results and interconnection design recommendations.



The resulting procurement will be conducted in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code for this acquisition is 541330 Engineering Services, and the size standard is $25.5M.



This synopsis of proposed contract action/notice of intent is for information and market research purposes only. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. No solicitation package will be publicly issued. Responsible sources may submit a capability statement in response to this requirement, which shall be considered by the Agency. Capability statements must be received no later than the due date and time specified on this notice. Responses must be supported with clear and convincing evidence that clearly articulate the company's ability to satisfy the Government's requirements. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.
