This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested in response to this notice and a written solicitation will NOT be issued. This solicitation is being issued as a Request for Quote (RFQ). Submission of written quotes will only be accepted via email. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04. This procurement is set aside for 100% Small Business. The associated NAICS code is 561730 – Landscaping Services (Fertilizer and Herbicide Application Services, and Aeration and Seeding) with a small business size standard of $9.5M. DOE intends to procure these services through the award of a firm-fixed price contract for a base and four (4) one (1) year option periods.



This requirement is for landscaping services (Fertilizer and Herbicide Application Services, and Aeration and Seeding) at the Office of Scientific and Technical Information located at 1 Science.gov Way, Oak Ridge, TN 37830, in accordance with the attached Statement of Work (Attachment 1). The applicable SCA Wage Grade Determinations for this project can be found in Attachment 2. Potential contractors shall attend a site visit scheduled for Wednesday, 1/17/24, at 2:00 p.m. EST, in order to view the areas to be serviced. Please contact the government POC listed below to arrange entry to the facility for the site visit. All visitors must be a U.S. Citizen and possess a picture ID.

Quotes should provide the cost for each individual treatment for each of the five one-year periods. Offers that do not include all the items listed will be marked unacceptable. All quotes must reflect separate line items for materials and labor/services. Materials should include all necessary parts required to complete the installation.



Evaluation Criteria: Evaluations will be conducted using simplified acquisition procedures in accordance with FAR 13.106-2, using the lowest price technically acceptable process (FAR15.101-2). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer is conforming to the solicitation and will be most advantageous to the Government.



This solicitation will result in a firm-fixed price contract pursuant to the terms and conditions below. Terms and conditions other than those stated will not be accepted.
