Description

Construct Ground Based Strategic Deterrent (GBSD) Integrated Training Center (ITC), F.E. Warren Air Force Base (AFB), Wyoming (WY)





On or about 10 October 2023, this office will issue solicitation with Request for Proposal (RFP) for Construction of Ground Based Strategic Deterrent (GBSD) Integrated Training Center (ITC), F.E. Warren Air Force Base (AFB), Wyoming (WY). This solicitation is UNRESTRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. The acquisition approach for this project will be a Best Value Tradeoff RFP following FAR Part 15 procedures. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) in order to receive a contract award from any DoD activity. Contractors may access the Internet site at: https://www.sam.gov/ to register and/or obtain information about the SAM program. Contractors must ensure that the applicable NAICS code 236220 is included in their profile prior to submission of offer.





Site Visit: The site visit information will be included within the solicitation.

Project Description (approx. quantities): Construct an 85,000 sq ft Ground Based Strategic Deterrent (GBSD) Integrated Training Center (ITC). The two-story structure contains classrooms, administration space, virtual training capabilities, and designated areas for security forces training. A portion of the facility will be single story volume will contain maintenance training requiring high-bay spaces for vehicles, cranes, and other equipment required to support the mission.





The facility will include structural steel frame and columns, concrete slab-on-grade, meeting all seismic and mission requirements. The exterior cladding consists of precast concrete wall panels with brick wainscot and insulated metal panel accents with a standing seam metal roof. Portions of the facility will require construction to meet Intelligence Community Directive (ICD) 705 Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities. Additional items supporting the facility include the following: electrical/mechanical service and distribution components/systems, water and sewer, fire protection, lightning protection, and security and communications systems. Site improvements include clearing and grubbing, grading, minor demolitions, paving, walkways, and storm drainage.





The project will comply with all applicable DoD, Air Force, and base design standards. The project will use local materials and construction techniques where cost effective.





The Contractor will be required to commence work within 10 days after Notice to Proceed (NTP) and complete the work within the proposed number of calendar days (Not to Exceed 1,095 days) after receipt of NTP. Provisions will be included for Liquidated Damages in case of failure to complete the work in the allowed time. Performance and Payment Bonds will be required.

RFP Evaluation Criteria: Firms participating in the solicitation will submit technical requirements in accordance with Section 00 22 00 EVALUATION CRITERIA. Submissions will be evaluated based on a best value approach considering technical elements for evaluation (i.e., Past Performance, Technical Approach, Key Personnel, and Contract Schedule). An adjectival method of evaluation will be used to evaluate all technical factors. Price will be evaluated separately for reasonableness and realism. A Best Value selection will be considered after reviewing price and technical factors.





The estimated construction cost of this project is between $25,000,000 and $100,000,000.
