The Naval Surface Warfare Center Philadelphia Division (NSWCPD) has a requirement, to be awarded on a competitive basis, to fabricate, manufacture, assemble, preserve, inspect, test, modify and certify AN/BST-1 Launcher Assemblies. The work supports delivery of Columbia Class Schedule A equipment.
The estimated quantities per year, per unit are as follows: BST-1 Launcher Assembly (quantity 1), Launcher Spring Compressor Tools/Fixtures (quantity 1), AN/BST-1 Interim Buoy Weldment (quantity 1), Safety Beam Assembly (quantity 1), and Loading Guide Assembly (quantity 1) with an estimated production of two (2) units per year. The contractor shall package and ship material to NSWCPD. The contractor shall receive, store or generate Controlled Unclassified Information (CUI) in the performance of this work and shall obtain a JPC certification to access BST-1 Launcher drawings.
The official Request for Proposal (RFP) will be published on the System for Award Management (SAM) website at http://www.sam.gov and all qualifying offers received in response to the RFP will be evaluated in accordance with this plan. Electronic proposals will be requested. Interested offerors should monitor SAM.gov for the release of the RFP. The RFP is anticipated for release in APRIL of Fiscal Year (FY) 2024, with award anticipated in DECEMBER of FY 2024.
Award is anticipated of a single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with estimated period of performance to be a sixty (60) month ordering period. A sources sought was issued on SAM.gov in June 2023 for a period of 15 days with responses due back by 23 June, 2023. Based on the results of this sources sought notice and in concurrence with the NSWCPD Director Small Business, this procurement is being competed on an unrestricted basis and is not a small business set-aside.
This contract will be competitively awarded pursuant to 10 U.S.C. 2304 and the Federal Acquisition Regulations 6.401 (b). The Product Service Code (PSC) for this effort is 2030.
