Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.

This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02 effective March 16, 2023.

This solicitation is set-aside 100% for small business.

The associated North American Industrial Classification System (NAICS) code for this procurement is 212321 Construction Sand and Gravel Mining, with a small business size standard of 500 Employees.
The Federal Supply Code (FSC) is 5610 Mineral Construction Materials, Bulk.

The Department of Veterans Affairs, Regional Procurement Office Central, Network Contracting Office 10, 5500 Armstrong Road, Battle Creek, MI 49037 is seeking to purchase 550 tons of 23A Stonecrete for the Aleda E. Lutz VA Medical Center, 1500 Weiss Street, Saginaw, MI 48602. Contractor will be required to coordinate deliveries with Aleda E. Lutz VA Medical Center facility personnel prior to any deliveries being made. The product will need to be dispersed over a large area (parking lot) by the delivery driver to the best of their ability and not just dumped into large piles. VA facility grounds staff will complete the final grading of the product with onsite equipment. The product can be delivered all in one day or over the course of a five-day time period. The deliveries must occur between the hours of 6:00 AM and 4:00 PM local time, Monday through Friday, May 15, 2023 May 19, 2023.

All interested and qualified companies shall provide quotations for the following. Any delivery/freight charges shall be incorporated into the unit price for line item 0001.

All quoters shall submit the following: (1) Price quote broken out according to the cost/price schedule listed above, and (2) Description and/or photograph showing the material composition and grading (will be verified at time of delivery).

All quotes shall be sent to the Contracting Officer, Jeffrey Rozema, via email at jeffrey.rozema@va.gov.

Award will be based upon a Lowest Price Technically Acceptable (LPTA) approach in accordance with the Simplified Acquisition Procedures of FAR 13.

To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:
"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."

"The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"
Quoters shall list exception(s) and rationale for the exception(s), if any.
