SYNOPSIS

The Office Terrorism and Financial Intelligence (TFI), which includes the Office of Intelligence & Analysis (OIA) and the Office of Foreign Assets Control (OFAC), has a need for services that provides access to analytic and research capabilities, including cyber threat intelligence collection, data exploitation and analysis capabilities, and cross-collaboration and partnership with multiple Treasury offices with cyber missions to include OIA-OCI, FINCEN, OCCIP, and OFAC as well as private sector and USG partners. The Recorded Future online database provides such data.

Information from this vendor will provide unique insights and identifying information not currently available from other sources. This is a new contract with three additional option years available.

The Recorded Future database reduces research time by providing access to contextualized intelligence that replaces manual research. Recorded Future also provides access to direct source material that will aid TFI’s ability to make decisions. This database also provides real-time alerts to active and emerging threats.

The North American Industry Classification System (NAICS) code for this request may likely include: 519290 – Web Search Portals and All Other Information Services. SMALL BUSINESSES ARE ENCOURAGED TO RESPOND. RESPONSE REQUIREMENTS

1.0 Description of Information Requested

The Internal Revenue Service (IRS) Office of Business Solutions Acquisitions (OBSA), Treasury Operations Branch (TOB) is requesting information regarding the respondents’ capabilities in providing the aforementioned required online subscription services.

   3. Company point(s) of contact including name, phone number, address, and email; length of time in business;
   
   
   4. Geographic presence;
   
   
   5. Company experience in providing valuation services to government or commercial entities;
   
   
   6. Provide any pertinent information that will assist us in this assessment.
   
   
   7. Contract Number and value/capacity; and
   
   
   8. Available Strategic Contracts (e.g., GSA, Indefinite Delivery Indefinite Quantity (IDIQ) contract allowing decentralized ordering, etc.). Please identify type of “ordering” contract (e.g., GSA Multiple Award Schedule, GSA Professional Service Schedule, etc.).
   
   
   
   

SCOPE

2.0 Technical Requirements

The Contractor is to provide the following:

• Brand Intelligence User License One -1 Named User License to the Brand Intelligence Module within the Recorded Future Platform. QTY: 8


• Vulnerability Intelligence User License One -1 Named User License to the Vulnerability Intelligence Module within the Recorded Future Platform. QTY: 8


• Threat Intelligence User License One -1 Named User License to the Threat Intelligence Module within the Recorded Future Platform. QTY: 8


• Analyst on Demand: 12 credits per year for on-demand RFIs (requests for information) or recurring threat reports delivered Recorded Future. QTY: 2


• Hosted API subscription license for 50 credits per day. QTY: 5


• Premium Support for the Recorded Future Platform. QTY: 1


• Geopolitical Intelligence User License One -1 Named User License to the Geopolitical Intelligence Module within the Recorded Future Platform. QTY: 1

3.0 Delivery Requirements

Contractor shall provide 24/7 access and maintenance services to the Recorded Future platform for TFI. Services will be available online via the contractor’s database.

INSTRUCTIONS AND RESPONSE GUIDELINES

Responses to this Sources Sought may be provided through a capabilities statement which shall include the information listed in 1.0 and 2.0. This Sources Sought is for information and planning purposes only and shall not be construed as a solicitation or an obligation on the part of the Treasury to issue a request for proposal or award a contract. Treasury does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. Contractors responding to this Sources Sought should submit the information necessary for the Treasury to make a determination that the source is capable of satisfying the Government’s anticipated need. Treasury reserves the right to contact individual companies for additional information. This notice does not obligate the Treasury to provide acknowledgment or receipt of all responses received resulting from this notice. Should such a requirement materialize, no basis for claims against the Treasury shall arise as a result of a response to this Sources Sought or the Government's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Responses should be identified with Sources Sought # 2032H324N00008 and are due no later than Tuesday, April 30, 2024 at 12:00 PM EDT.
