The FAA is seeking interested Small Disadvantaged Businesses (SDB) that are capable of performing the work for the Underground utility Relocation and Parking Lot Modernization at the FAA Memphis Air Route Traffic Control Center (ARTCC ZME), 3229 Democrat Road, Memphis, TN. SDB’s must meet the requirements as outlined in 13 CFR Part 124.103 Who is socially disadvantaged and be registered in SAM.GOV as an SDB.



This market survey is issued, in accordance with FAA Acquisition Management System (AMS) paragraph, 3.2.1.2.1 to solicit statements of interest and capabilities.

2. North American Industry Classification (NAICS) Code: The NAICS code projected for this project is 237110 Water and Sewer Line and Related Structure Construction with a size standard of $45 million.





3. Submittal Requirement for Market Survey:

  6. Three (3) relevant experience on projects of similar size and complexity performed at critical facilities (i.e. Air Traffic Facilities, Airports, banks, Hospitals, data centers etc.)

  9. Successful Project Completion at projects as a General Contractor over $5 million

  10. Safety/Labor Compliance Record



4. Summary of Work:



Replace the underground utilities on property up to facility entrance point of connection at the ARTCC building, associated Power Service Building, Guard House, and NCO building. Utilities to be replaced include domestic water, fire water, fire hydrants, and associated backflow preventers, sanitary sewer and associated manhole structures, storm drainage and manhole structures, and natural gas.



Install 2 dual port, level 2, EV charging stations with associated electrical distribution equipment.



Replace 7 light poles and fixtures, and remaining 55 light fixture heads on site.



Repair parking lot and roadway throughout property, including a 2” mill and overlay throughout, and full depth asphalt replacement in areas of utility trenching and areas noted to have excessive fatigue and cracking..



All areas of the facility will remain occupied and functional throughout the project. Traffic and roadway usage must be maintained and traffic control plans will be required for any lane closures or roadway work.



New utility piping will be installed, tested, and accepted prior to connecting to the facility for cutover and prior to any demolition of existing piping.



Prior to starting any work, utility locating services must be conducted to determine exact locations. Test holes are required at utility connections and crossings prior to construction.



Hydro-excavation is required for all trenches



Estimated cost is between $5 million - $ 10 million



5. Delivery of Submittals: Submittals to this market survey shall be e-mailed to Susan Newcomb (Contracting Officer) at Susan.Newcomb@faa.gov no later than 5:00 p.m. EST June 7, 2023.



All questions must be in writing and emailed to the Contracting Officer. No phone calls will be returned regarding this market survey



6. SAM Registration



An active registration in the System for Award Management (SAM) must be obtained to be considered for any Government award.
