Classification and General Information:



This requirement will be issued as a Full and Open Competition



The North American Industry Classification System (NAICS) code associated with this procurement is 237990, Other Heavy and Civil Engineering Construction. The Small Business Administration standard of 39.5 million dollars in annual receipts averaged over the last three (3) completed fiscal years.



This contract will be Full and Open, and the contractor shall be selected by Federal Acquisition Regulation (FAR) Part 15.1 Source Selection procedures. This procurement will be competitive, utilizing the Tradeoff Process approach under the Best Value Continuum (FAR 15.101). This process permits tradeoffs among cost or price and technical factors. It allows the Government to accept other than the lowest priced offeror or different than the highest technically rated offeror. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The best value method is essential to evaluate and compare costs and prices to select the most advantageous offer. The Design-Build's planned project delivery method will result in a Firm- Fixed-Price contract for construction services.



Background Overview:



The National Oceanic and Atmospheric Administration (NOAA) has a requirement to recapitalize the Office of Marine and Aviation Operations’ (OMAO) Pier Romeo Facility in North Charleston, South Carolina, which is severely degraded and unsafe for use. The recapitalized facility will be used to support the NOAA ships Nancy Foster, Ronald H. Brown, and other visiting NOAA vessels. The proposed action involves the design and construction of a new floating pier with supporting infrastructure, and demolition of the existing pier and all associated pilings. A 15% Concept Design package, which provides detailed project requirements is included.



Project Description Design-Build: Generally described as follows but not limited to:




  1. Demolition, removal and disposal of the existing pier and all associated piles.

  2. Design and construction of a new, state-of-the-art floating pier with site improvements and a new warehouse to meet the needs and requirements of OMAO.

  3. The new facility will include, but is not limited, to the following components:

    1. Floating Pier

    2. Gangway to Floating Pier

    3. Trestle

    4. Concrete Ramp to Trestle

    5. Seawall

    6. Warehouse

    7. Site work including site drainage, utilities, lighting, sidewalks, curbs, and revised parking

    8. Pier Lighting and Utilities

    9. Small Vessel Floating Dock

    10. Living Shoreline

    11. Jib Crane

    12. Executive Order 14057 – Energy Considerations





Site Visit Information:



Offerors will have the opportunity to visit the site before submission of their technical and price proposals. The site visit details to be held at the Pier Romeo Facility are outlined in the solicitation package. Currently the site visit is projected to be held on or about February 7, 2023 all required paperwork as outlined in Section J.7 must be submitted in accordance with the solicitation requirements for entry.



Project Period of Performance and Magnitude:



This project shall be performed by an experienced Design-Build Contractor that has performed similar work. The estimated performance period is 821 calendar days, including Base + Optional CLINs. The magnitude of construction for this project is between $55.0M and $65.0M

Issuance of Solicitation with Requirements Information:



NOAA anticipates publishing the solicitation and supporting documents package on or about Friday, January 13, 2023, with the Offer/Receipt Date/Time: Thursday, March 2, 2023, 12:00 PM Eastern Standard Time (E.S.T.). The solicitation will be available electronically at the S.A.M. website: www.sam.gov. No paper copies, faxes, or emails will be available. Please register as an interested source to be notified of amendments, clarifications, or other changes. Entities (even those registered as a source) are responsible for checking the SAM.gov website frequently to ensure they have all available information.



In the interim the Government has elected to provide a DRAFT copy of the solicitation. We encourage interested parties to review these draft sections.
