This synopsis is hereby issued in accordance with FAR Part 5.201. The purpose of this synopsis is to
announce the Department of the Navy, Naval Information Warfare Center (NIWC) Pacific's intent to
award a Firm-Fixed-Price purchase order on a noncompetitive basis to kSaria Service Corporation Entity

Based on market research, the Government believes kSaria Corporation is the only capable provider to
meet the following specifications:

•Fiber Optic Tester Tool needed to do visual fault location testing on the following fiber optic cable
terminated connecters:
oM83522/16 ST connectors
oM28876 connectors
oSC connectors
oFC connectors
oLC connectors

•Multimode and Single Mode Fiber Optic Testing:
oFiber Optic Link loss measurements
oCertifies Single Mode and Multimode fiber optic cables to industry standards
o1310 nm and 1550 nm LASER output from single test port
oOutput port accepts UCI threaded adapters
o(FC, SC, ST, LC) for flexibility and access to launch fiber for cleaning and inspection
o850 nm and 1300 nm LED output from single test port
o50 μm and 62.5 μm mandrels included
oTest Tones (2000, 1000, 330, 270 Hz) for fiber identification
oCW continuous wave output (DC)
oTest Tones (2000, 1000, 330, 270 Hz) for fiber identification
oUse OFI (optical fiber identifier) for mid-span testing
oWeight Approximately 0.65 lb

In addition, the items procured under this purchase order must meet the NAVSEA standard for
connectors, testing, and maintenance for fleet fiber optic infrastructure repair and installations.

The Government intends to negotiate solely with kSaria Service Corporation under the authority of FAR
13.106-1(b), only one source capable of meeting the Government's requirement. FAR Part 13, Simplified
Acquisition Procedures and FAR part 12 Acquisition of Commercial items, applies. However, all
responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. A
copy of the Request for Quote will be made available upon request.
The applicable NAICS Code is 334515 - Instrument Manufacturing for Measuring and Testing Electricity
and Electrical Signals and the size standard is 750 Employees.

Please be advised the aforementioned information is anticipatory in nature and is not binding.

This notice is not a request for competitive quotes; however, any responsible source believing that it can
fulfill the requirement may submit a quotation which shall be considered by the agency. Interest parties
must clearly show the firm's ability to be responsive without compromising the quality, accuracy, and
reliability of services provided. A determination by the Government not to compete the proposed contract
based upon responses to this notice is solely within the discretion of the Government.

Capability statements, comments, questions, or concerns regarding this notice shall be submitted via

All responding vendors must be registered to the System for Award Management (SAM). Information can
