Description View Changes

This contingency contract implements the Voluntary Intermodal Sealift Agreement (VISA) as defined in the Federal Register dated 29 October 2014 and provides for contingency sealift services that may arise in any part of the world. The general scope of services under this contract includes the provision of ocean transportation charter for worldwide port-to-port ocean movements and related intermodal movements, infrastructure, services, and management expertise. This contract also is to provide such services on a bilateral basis prior to a contingency for the purpose of testing and exercising VISA.

The time has come to renew the VISA program as the current VISA agreements expire 30 September 2024. With this renewal, the Government has made the following changes to the Terms and Conditions as well as other administrative changes:




  1. VISA Liner Terms and Conditions have been removed from VISA and incorporated into the Universal Service Contract.

  2. Facility Clearances will not be mandatory but required for:

    1. Participation in JPAGS, Classified Briefings/Meetings, Exercises, etc.

    2. Movement of Sensitive/Classified cargo



  3. One Pricing Methodology – Negotiated Rates

  4. Charter Terms and Conditions built into Master Terms and Conditions (one document for ALL Terms and Conditions).



We wanted to provide you the opportunity to comment/submit questions on the new Terms and Conditions prior to scheduling an Industry Day in May 2024 (date/location TBD). We are still working on the actual Request for Proposal (RFP) document to include applicable clauses and attachments and we will provide that when complete.



I am providing a tracked changes version of the Terms and Conditions as well as a clean version for your review.



Please provide all review comments/questions in the attached VISA Comment Matrix and return to Lynn Fitzgerald (cc’d) and myself by COB 12 April 2024.



** If you are a current VISA participant and are no longer able to provide capacity to the program and want to withdraw from the next iteration, please let us know.
