Synopsis:

1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.

1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive, and/or a total Small Business Set-Aside. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The proposed North American Industry Classification Systems (NAICS) Code is 561920 - Convention and Trade Show Organizers, which has a corresponding Size Standard of $17.5 (millions of dollars), and Product or Service Code, (PSC) of R499 Support- Professional: Other. The Government will use this information to determine the best acquisition strategy for this procurement. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide a capabilities statement, along with a description of similar services offered to the Government and to commercial customers for the past three years.

2. Program Details:

Norfolk Naval Shipyard (NNSY) requests rental space for the NNSY Career Fair. Rental space shall be capable of hosting up to 1,200 people during the hours of 7:00 AM and 4:00 PM EST to allow sufficient time for set up and take down.

Norfolk Naval Shipyard (NNSY) requests advertising to a large area of on-air television, streaming, and digital video media advertising in surrounding communities of Hampton Roads, Central Virginia, and the Outer Banks (North Carolina) to inform the public about NNSY’s continued hiring for on-air viewers monthly between the ages of 18-49 to support hiring objectives. Also to provide a large area of on-air commercial ads and digital plan advertising in surrounding communities of Hampton Roads, Central Virginia, and the Outer Banks (North Carolina) to inform the public about NNSY’s continued hiring advertising.

Generic “we’re hiring” messages will run 5 December 2022 through 4 December 2023.

: 30 NNSY produced commercial will air every two weeks at a minimum of three times throughout the day (morning, afternoon, evening) prior to the Job Fair consistently for a lasting impact with the viewership.

Scope for rental space:

Venue is required to provide forty-seven (47) tables with linens and two (2) chairs per table; six (6) interview areas, each with the following dimensions: at least 8’ wide/8’ depth/10’ height will be provided within one area with pipes and curtains separating each interview area. The sides will be the same height as the back to create privacy between each booth; and six (6) tables with three (3) chairs per table in each interview area. Electrical outlets needed for each interview area.

Eight (8) registration tables with two (2) chairs each required.

Area must be equipped with wireless internet connection for a maximum of thirty-one (31) laptops. Electrical power cords and outlets access is required to support laptops and NNSY Code 900 mock ups.

Venue to provide all access, custodial services, utilities, and personnel needed to maintain the facility operations during the career fair. Bathroom facilities should be convenient to Career Fair area.

Vendor’s quote shall include cost of parking at venue site. Food service is not required; however, water service is requested.

Venue to provide Security personnel for job fair (Two (2) personnel for eight (8) hours each).

Contractor will use Facebook to strategically place NNSY advertising and deliver targeted ads with Geo-Fencing to target and deliver recruitment messages (static display or video) to a specific profile (potential employees) based on their geography, demographics, behaviors and search and online habits. Once they click on the advertisement, they will be taken to the Norfolk Naval Shipyard’s website or landing page to learn more about the shipyard and job opportunities.

Geographically targeting:

Digitally Geo-Fence large designated areas from Baltimore down to North Carolina, up the Eastern Shore to Accomack County and west to Franklin, and surrounding communities to target specific career opportunities at the shipyard.

Social Media (Facebook and Instagram):

Deliver targeted ads in designated geographic areas every month.

Contractor will provide metrics throughout entire campaign.

Period and Place of Performance:

NNSY requires rental space for a hiring job fair to be held on Saturday starting in December 2022 through December 2023. This will be alternating locations within the seven cities of Hampton Roads: Chesapeake, Hampton, Newport News, Norfolk, Portsmouth, Suffolk, and Virginia Beach. Dates for the NNSY Job Fairs:
