NEVADA NATIONAL SECURITY SITE CLEAN ENERGY PROJECT - REQUEST FOR QUALIFICATIONS (RFQ)
This Request for Qualifications (RFQ) pertains to an easement for Clean Energy Project(s) at the Department of Energy’s (DOE) National Nuclear Security Administration (NNSA) Nevada National Security Site (NNSS) in Las Vegas, Nevada.
The DOE/NNSA contemplates issuing an easement for Clean Energy Project(s) at the NNSS by selecting one or more Qualified Developers that will utilize the Property for the purposes set forth in the RFQ. This is not a Government procurement covered by the Federal Acquisition Regulations (FAR), but is rather a private and/or public (non-federally funded) project on Federal land. The easement with the Government is ultimately for the purpose of installation, maintenance, and operation of a 200+ MW carbon pollution-free electricity (CFE) solar generation facility and its interconnection with the local public electric utility system.
DOE/NNSA is pursuing a competitive, qualifications-based RFQ for selection of the Qualified Developer(s). DOE/NNSA will choose the Qualified Developer(s) determined to have the highest probability of commercial success and that meets the socioeconomic goals of the community upon project completion. The selection may include a two-step down select process, whereby the DOE/NNSA may select one or more Qualified Developer(s) to conduct an oral presentation and prepare a final proposal in accordance with terms and conditions set forth in the RFQ.
Questions pertaining to the RFQ shall be submitted in writing to the following email address: NNSSCleanEnergyProject@nnsa.doe.gov no later than 11:59 p.m. Pacific Standard Time, March 15, 2024. Prospective Developers are encouraged to submit questions pertaining to the RFQ as early as possible, but no later than the date shown above. DOE/NNSA will post amendments issued to the RFQ and responses to questions to SAM.gov.
The established due date for receipt of proposal submission is no later than 4:00 p.m. Pacific Standard Time, March 31, 2024.
