Introduction

Consolidated Nuclear Security, LLC, (CNS) (current managing contractor for the Y-12 site) is seeking interested parties to contract to deliver a fork lift attachment capable of handling large cylinders of graphite. Interested parties are encouraged to reply to the expression of interest, if able to provide all services listed below.

CNS will use the information obtained from this Expression of Interest to structure a Request for Proposal (RFP).

This procurement will be under NAICS Code 333924 Industrial Truck, Tractor, Trailer, and Stacker Machinery Manufacturing.

Background

The Y-12 National Security Complex is located in Oak Ridge, Tennessee. It is a Department of Energy (DOE) National Nuclear Security Administration (NNSA) national security complex managed and operated by CNS.

General Scope Description for Graphite Fork Lift Attachment

For this procurement, the new fork lift attachment shall be capable of the following:

Grasping, Lifting and Holding (Dense, cylindrical graphite parts up to 36 inches in diameter; Dense, cylindrical graphite parts up to 39 inches in height; 5000 pounds rated lifting capacity, minimum)

180° Rotation (Dense, cylindrical graphite parts from vertical position to horizontal position then from horizontal to vertical i.e. 180° rotation)

Hydraulic operation via forklift’s hydraulic controls

Mount to Class IV forklift carriage (ISO 2328) either directly or via an adapter

The fork lift attachment shall pass a Final Acceptance Test including load testing before shipping to CNS. The forklift attachment shall ship in a fully assembled condition and ready-to-be-installed on forklift upon arrival at CNS. Supplier technical support and resources may be required in Oak Ridge, TN at the Y-12 National Security Complex.

The following listed standards shall be followed in execution of the scope of work. Submittals demonstrating the design meets the standards shall be required prior to fabrication/weld, prior to testing, and prior to shipment, with timing dependent on the applicable requirement. Submittals will be reviewed and approved by CNS, typically requiring a two-week cycle to complete the review/approval process.

Based on the design provided with bid and previous factors under consideration, one Supplier will be solicited to provide their proposal for the complete design and fabrication.
