BACKGROUND



***THIS IS A COMBINED SOURCES SOUGHT NOTICE AND NOTICE OF INTENT TO SOLE SOURCE***



The National Institute of Standards and Technology (NIST) is seeking information from sources that may be capable of providing new laser tubes and the installation of the new tubes in existing NIST Iodine stabilized laser systems. If no alternate sources are identified, the Government intends to issue a Sole Source Award to Winters Electro-Optics Inc. (7160 Nimbus Road, Longmont, CO 80503) under the authority of FAR 13.106-1(b). The North American Industry Classification System (NAICS) code for this acquisition is 334515.



NIST has a need for new laser tubes and the installation of the new tubes in existing NIST Iodine stabilized laser systems that meets or exceeds the following draft minimum specifications:



One (1) field programmable gate array (FPGA) based high speed multichannel lock-in servo system that meets the following requirements:



Line Item 0001:



Description: Refurbished Winters Electro-optics Model 200 Iodine stabilized laser, NIST property N114341. Refurbishment comprises replacement of reference laser tube, replacement of offset laser tube (including heater & piezo), installation of tubes, cleaning & alignment of cavity, complete test of laser to confirm performance consistent with original equipment specifications, and alignment of fiber cable.



Line Item 0002:



Description: Refurbished Winters Electro-optics Model 100 Iodine stabilized laser, NIST property N102678. Refurbishment comprises replacement of reference laser tube, installation of tube, cleaning & alignment of cavity, complete test of laser to confirm performance consistent with original specifications.



NIST conducted market research from 2023 to 2024 by attending conferences, speaking with colleagues, performing internet searches, and speaking with vendors to determine what sources could meet NIST’s minimum requirements. The results of that market research revealed that only Winters Electro-Optics Inc. (UEI: T7GQDCGACZG1) appears to be capable of meeting NIST’s requirements.
