Statement of Work



For



Installation of Data Drops to Support AAR Camera



System at Building 381 at Glynco, GA.






  1. Background



This Statement of Work (SOW) establishes and defines the requirements for the engineering, furnishing, installation, testing and documentation of inside and outside plant fiber optic and copper cabling at Glynco, GA.




  1. Scope of Work



The contractor shall provide all personnel, equipment, tools, materials, supervision, and all other components necessary to install, test and document inside and outside plant fiber optic and copper cabling at Glynco, GA. All work performed in the design and installation shall conform to BICSI (Building Industry Consulting Services International) specifications to ensure consistency with current codes, standards, and regulations. The following BICSI publications apply. Outside Plant Design Reference Manual, 4th Edition and Telecommunications Distribution Methods Manual, 12th edition.




  1. General.


    1. Cable Testing. All copper cables will be tested in accordance with BICSI specifications to insure no damage has occurred to the cable during installation. All copper cables shall be tested for cable faults prior to and after installation has been completed. If the cable is damaged during installation, the contractor shall replace the cable with one that is undamaged. All cable terminals and information boxes interface units shall be labeled with machine-generated labels. All cables shall be labeled at all termination points, building entrance terminals, patch panels, manholes, hand holes, and at all splice entrance/exit points.

    2. Site Restoration. All non-paved surfaces (grass, sod, gravel, etc.) must be restored within 7 days. Trenches and splice pits must be mechanically compacted to compensate for future earth settlement. All roads, streets, sidewalks of concrete or asphalt construction must be restored or repaved within 3 days from the time of backfilling and compaction.

    3. Grounding. Contractor shall ensure all equipment are secured and grounded to industry standards.



  2. Description of Tasks

    1. Task 1: Material to Install Data Drops to Support AAR Camera System into Building 381 at Glynco, GA.

      1. List of materials to be provided by the contractor

      2. Approximately 4000’ of CAT 6 Cable (Blue)

      3. One (1) 24 Port Rack Mounted CAT 6 Patch panel

      4. Fourteen (14) RJ-45 Connectors

      5. Cable tags

      6. Other supplies as needed



    2. Task 2: Install 14 Single Data Drops to Support AAR Camera System into Building 381 at Glynco, GA.

      1. Contractor shall provide and install one (1) 24 Port Rack Mounted CAT 6 Patch panel into It closet of building 381.

      2. Contractor shall install four single computer data drops on the 1st floor wall near the HVAC closet at section A of building 381.

      3. Contractor shall provide and install camera data drops between the Cat6 patch panel and into interviewing rooms AA1, AB1, BA1, BB1, CA1, , CA2, CB1, CB2, AA2, AB2, BA2 and BB2 on the ceiling opposite corners, of building 381. (For Cameras). Per attached building drawing.

      4. Contractor shall provide and install RJ-45 connectors onto each of the twelve camera drops in the interview rooms.

      5. Contractor can use vacant existing data cables where available.

      6. Contractor shall test all data drops for cable faults and errors.

      7. Contractor shall label all data drops at the patch panel and outlet boxes

All Tasks work shall be performed at the Federal Law Enforcement Training Centers; US Department of Homeland Security; 1131 Chapel Crossing Road, Brunswick, Ga 31524




  1. Section 508 Requirements (include in the SOW, PWS, or SOO)



Section 508 of the Rehabilitation Act (classified to 29 U.S.C. § 794d) requires that when Federal agencies develop, procure, maintain, or use information and communications technology (ICT), it shall be accessible to people with disabilities. Federal employees and members of the public with disabilities must be afforded access to and use of information and data comparable to that of Federal employees and members of the public without disabilities.



All products, platforms and services delivered as part of this work statement that, by definition, are deemed ICT shall conform to the revised regulatory implementation of Section 508 Standards, which are located at 36 C.F.R. § 1194.1 & Appendixes A, C & D, and available at https://www.ecfr.gov/cgi-bin/text-x?SID=e1c6735e25593339a9db63534259d8ec&mc=true&node=pt36.3.1194&rgn=div5. In the revised regulation, ICT replaced the term electronic and information technology (EIT) used in the original 508 standards. ICT includes IT and other equipment.



Exceptions for this work statement have been determined by DHS and only the exceptions described herein may be applied. Any request for additional exceptions shall be sent to the Contracting Officer and a determination will be made according to DHS Directive 139-05, Office of Accessible Systems and Technology, dated November 12, 2018, and DHS Instruction 139-05-001, Managing the Accessible Systems and Technology Program, dated November 20, 2018, or any successor publication.
