NOAA's Marine Operations Center, Marine Operation Acquisition, Branch, intends to negotiate a contract on a sole source basis, under authority of FAR 13.106-1(b)(1), with Kongsberg Maritime Inc. located at 10777 Westheimer Road Suite1200, Houston, Texas 77042. The request is for Provide Dynamic Positioning System and Steering Grooming to the NOAA Ship Henry Bigelow.

The sole source determination is for the OEM, Kongsberg Maritime, as they are the only Authorized U.S. Agent to do the work and no other authorized distributors vendors were found in the USA.

A determination by the Government not to conduct a competitive procurement, is based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.

This is not a solicitation for competitive quotes. However, if any interested party that can provide these services and can also provide required associated Kongsberg parts and are authorized dealer, seller and distributor by the OEM, without delaying or adding additional mark ups or compromising any warranties, may submit a statement of capabilities, which if in timely received, will be considered by NOAA, OMAO.

A statement of capabilities shall include the detailed of the Kongsberg Maritime Dynamic positioning System and Steering System Grooming, OEM authorization letter, and common parts price list, this shall be received by 5:00pm EST on Friday, April 26, 2024 at 5pm ET. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government.

Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future. Evidence must be provided along with the capability statement; a price list and any other information furnished in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirement.
