The Army Contracting Command - Aberdeen Proving Ground Belvoir Division (ACC-APG Belvoir) is announcing an Industry Day on behalf of the U.S. Army Combat Capabilities Development Command (CCDC) and the Army Science and Technology (S&T) community, for the Advanced Targeting and Lethality Automated System (ATLAS) program. An Industry Day will be held at Fort Belvoir, VA on 12-13 March 2019 at the Officer's Club.


The purpose of this meeting is to provide Industry and Academia with an overview of the program and to solicit sources capable of providing technical solutions to support ATLAS. The Army has a desire to leverage recent advances in computer vision and Artificial Intelligence / Machine Learning (AI/ML) to develop autonomous target acquisition technology, that will be integrated with fire control technology, aimed at providing ground combat vehicles with the capability to acquire, identify, and engage targets at least 3X faster than the current manual process. The ATLAS will integrate advanced sensors, processing, and fire control capabilities into a weapon system to demonstrate these desired capabilities. The goal of this industry day is to provide developments achieved regarding these technologies within the traditional defense community, as well as the private sector, including those firms and academic institutions outside that do not traditionally do work with the U.S. Army.


The ATLAS Industry Day will focus on the following five technology areas:


1. Image Processing topics, including:
a. Target Tracking
b. Target Detection, Classification, Recognition, and Identification

b. Vehicle Targets
c. Clutter Detection / Clutter Rejection
d. Optical Flow Mitigation
e. Passive Range Determination
f. World Modeling / Digital Mapping
g. Automated Ground Truthing / Scene Labelling
h. Moving Target Indication
I. Accelerated Decision Making / Semantic Reasoning
j. AI/ML Algorithms
k. Spectral Processing
l. Automated Image Search


2. Data
a. Data Collection
a. Military target and background data for AI/ML algorithm training
b. Multiple clutter and climatic conditions
b. Data management/database
c. Labeling and Ground Truthing
d. Augmentation
e. Synthetic Imagery
a. Image Generation Tool Development
b. Signature Modeling
c. Clutter Modeling
d. Porting of Tools and Models to High Performance Computing Center Processor


3. Fire Control
a. Advanced targeting algorithms
b. Automation and acceleration of parts of the Fire Control process


4. Ground Combat Vehicle Integration Support

5. Sensors
a. Imaging Sensors in the following wavebands (Visible, NIR, SWIR, MWIR, LWIR)
b. Gimbal mechanisms
c. Laser (Range finders, LADAR/LIDAR, Pointing Systems)


CCDC/S&T is seeking White Papers to include specific technologies in regards to the above technology areas and/or novel integration ideas in support of the ATLAS program. Please submit your organization's response as a White Paper in accordance with item 2, below, and include the most significant industry efforts your company has been involved in as applicable to the goals of ATLAS.


The Government will make twenty-five minute presentation slots, including any setup and preparation needed, available for one-on-one discussions with Government technical personnel. These slots will be filled based on the evaluation of the White Paper responses, due No Later Than 2pm EST on 26 February 2019. Please clearly identify which one of the five above technology areas your White Paper addresses. Companies may choose to submit one White Paper per technology area.


The ATLAS Industry day will begin at 0830 EST hours on 12 March 2019, beginning with a general session for all participants which may require up to four (4) hours. Participation is limited to U.S. Citizens only. Following the general session, individual company one-one sessions will begin. Time with individual industry representatives will be scheduled in advance and limited to no longer than one twenty-five minute session. If needed, individual-company one-on one sessions will continue on 13 March 2019 starting at 0900. The purpose of the individual-company one-on one session is to allow each company to provide a brief of their technology to the Government.


To participate in this industry day, please submit a request via email to Contracting Officer Mr. Sabin Joseph at sabin.a.joseph.civ@mail.mil and Contract Specialist Mr. Justin Mauser at justin.r.mauser.civ@mail.mil. Please label the email subject line: RFI Response- ATLAS - Organization's Name and include the following information:


1. Organization Details: Company name, address, company point of contact telephone number, email address, and a request to participate/not participate in individual sessions. The company details shall also include a list of the individuals (to include their citizenship, company represented, business address, telephone number and email address) who will participate in the Industry Day (Note: no more than 5 people may attend the Industry Day events for any one White Paper submission. Therefore, it is requested that the list of personnel who will participate in the Industry Day be listed by White Paper topic submitted).


2. White Paper: A White Paper, not to exceed five (5) pages, shall include the following information: Company name and contact information; summary of existing capabilities addressing the identified technology area as listed above for the White Paper; current or planned research in the specific technology area identified above; and additional information on the capabilities of the submitting organization on approach to address the areas listed above. A company may choose to submit one White Paper per technology area.


NO CLASSIFIED information shall be transmitted. In addition, no classified information shall be included in the presentations provided in individual sessions. No telephonic requests will be honored. Proprietary data should be marked accordingly.


Please note that no individual one-on one sessions will be established on the day of the event. The request for an individual session shall be requested with submission of the above information no later than 2pm EST on 26 February 2019. Dates and times for each company's one-on one session(s) will be selected randomly by the Government. Please note: CCDC reserves the right to provide feedback to the registrant based on the submitted White Paper to help focus one-on-one sessions on specific topics of interest.


Directions and information on hotels and travel accommodations will be provided directly to registrants. The Government will not reimburse interested sources or responders to this notice for any costs incurred in responding, or for subsequent exchanges of information. Information submitted does not constitute a proposal but rather an exchange of capabilities and ideas. The Government does not intend to publish any questions or comments received as a result of this announcement. Distribution will be limited to the Department of Defense only. However, it is the intent of CCDC and the Army S&T community to have open and continued dialogue with industry as requirements relating to this event emerge.
