Description

This is a combined/synopsis solicitation issued under FAR Part 12 and 13.5 procedures. This is a Full and Open procurement. The NAICS code is 513210.





The Government is in no way obligated to make an award, nor to pay any costs incurred by the Contractor in preparing and submitting its quote.



The U.S. Food and Drug Administration (FDA), Office of the Chief Scientist (OCS), Technology Transfer Program (TTP) has a requirement for a Technology Transfer Knowledge Management System. Due to the FDA current IT Strategy of “Zero Data Center”, this solution requires a cloud-based Software as a Service (SaaS) that is a Federal Risk Authorization Management Program (FedRAMP) authorized at moderate level. FedRAMP must be available and accredited at the time of this solicitation.





FDA requires a Commercial-Off-The-Shelf (COTS) solution to manage multiple aspects of the intellectual property (IP) portfolio, including invention disclosures, patent portfolios, trade secrets, trademarks, and copyrights, as well as the operational activities associated with patent prosecution, partnerships, agreements, marketing, and licensing. This SaaS will replace the current TTP Knowledge Management System, Knowledge Sharing System (KSS) TechTracS. TechTracS is an intellectual property database which the OCS/TTP uses to manage, track, and maintain FDA Intellectual Property (IP).
