Place of Performance:
NUWCDIVNPT intends to purchase, on a Firm Fixed Price (FFP), Sole Source basis, Raytheon Electronic Armor (EA) Software products, as detailed in the attached combined solicitation/synopsis.
This requirement is being solicited on a Sole Source basis to Raytheon Cyber Solutions Incorporated (CAGE Code: 3XYV3). The notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive requirement in the future.
A summary of the rationale to pursue a Sole Source procurement is as follows:
Raytheon Cyber Solutions Incorporated (RCSI) retains data rights to the software it has developed thus far which is already in use. Therefor the Government can either contract with RCSI, or pay non-recurring costs to develop a new software. The associated costs of procuring from an alternative source are cost prohibitive, making RCSI the only practicable source of supply.
