The U.S. Army Corps of Engineers, Rock Island District, intends to procure Radio Telemetry Tags on a single source basis in accordance with the statutory of 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1)(i), Purchases not exceeding the simplified acquisition threshold and only one source reasonably available.

The US Army Corps of Engineers, Rock Island District, intends to enter into a firm fixed price contract with Advanced Telemetry Systems Inc. The NAICS code for this procurement is 334511 with a size standard not to exceed 1,350 employees.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any small-business firm that believes it can meet the requirement may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed to the point of contact below by 15 September 2023 at 1600PM CT.

A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

Attachment A – Requirement Specifications

USACE – Rock Island District (MVR) requires 100 -- Advanced Telemetry Systems (ATS), F2210 radio telemetry tags to be affixed to White Crappie (Pomoxis annularis) for the purpose of evaluating a complete Upper Mississippi River Restoration (UMRR) project located at Pool 12 Overwintering Habitat Rehabilitation and Enhancement Project (HREP). Pre-project data was collected using existing ATS R4000 active tracking receiver and specifically purchased F2210 radio tags. Post project data must be collected using the same equipment to ensure scientific integrity by avoiding changes in detection probability or fish behavior. To the Governments best knowledge, these specified radio telemetry tags are only available through ATS, 470 First Ave N., Isanti, MN 55040.
