EARLY NOTICE TO CONTRACTORS
JANUARY 19, 2024
Maine Mari me Academy (MMA) and the State of Maine Bureau of General Services (BGS) are preparing
for the eventual compe ve bid process for Pier Upgrades and Waterfront Improvements at the MMA
Waterfront Campus in Cas ne, Maine. A date for release of bid documents will be finalized pending permit
approvals. MMA and BGS an cipate releasing the project to bidders on or about early February 2024 with
construc on bids due 35 days later and on-site construc on to begin in May 2024.
This Early No ce to Contractors is released in light of the recent coastal storms and an cipated demand
for marine contractors. MMA and BGS wish to alert poten al bidders of this pending bid opportunity.
The proposed project is for rou ne maintenance and for modifica on and expansion of the facili es to
receive a new, 525-foot, purpose-built Na onal Security Mul -Mission Vessel (NSMV). The project
includes, but is not necessarily limited to, the following ac ons:
Remove approximately 7,500 SF of mber pier and replace it with a steel pile
supported concrete pier.
Modify steel pile-supported concrete mooring and breas ng pla8orms to raise the
deck eleva on to match the new pier.
Construct an approximate 18,700 square foot steel pile supported concrete pier
extension, including pile rock sockets, pile rock anchors, mooring hardware, foam-
filled fenders and cone fenders with panels.
Construct three 30-foot by 30-foot steel pile supported concrete mooring dolphins,
including pile rock sockets, pile rock anchors, mooring hardware and prefabricated
aluminum access walkways.
Construct approximately 7,500 square feet of mber floa ng docks with steel guide
piles, including pile rock sockets and prefabricated aluminum gangways.
Construct a 24-foot wide by 115-foot long concrete floa ng breakwater with steel
guide piles, including pile rock sockets.
Construct approximately 115 linear feet of steel sheet pile bulkhead.
Construct approximately 187 linear feet of precast concrete modular block wall along
the shoreline.
Recoat exis ng steel sheet pile bulkhead.
Repair Travel Li? Pier piles.
Repair exis ng floa ng docks and guide piles.
Reconfigure and upgrade electrical, communica ons, steam, water and wastewater
systems between the upland service points and the waterfront facili es.
Complete maintenance dredging of approximately 650 cubic yards of sediment with
upland disposal at a licensed landfill.
