Notes:
Little Rock Water Reclamation Authority ("LRWRA") is inviting vendors to respond to
a Request for Proposal ("RFP") for professional lawn maintenance company to
provide lawn maintenance services at LRWRA pump stations and miscellaneous
structures ("areas" or "sites"), consisting of approximately 40 locations throughout
Little Rock.
The official posting can be found on the AR Bid website at https://ARBid.net. Please
note, it is the vendor’s responsibility to ensure compliance with the official solicitation
and all addenda as posted on the AR Bid website. Little Rock Water Reclamation
Authority shall have the right to reject any and all responses and to waive any and all
informalities.
NOTE: Prospective bidders are required to attend a mandatory site tour. Reference
the Activities Tab for this solicitation on the ARBid website for additional information.

Bid Activities
MANDATORY SITE TOUR
2/6/2024 10:00:00 AM (CT)
All prospective bidders must attend the mandatory site tour as schedule by LRWRA. A response received from a
vendor whose representative did not attend and complete the site tour shall be disqualified and shall not be
considered. LRWRA will not schedule additional site tours.

The site tour will last approximately four (4) hours.
Vendor's representative should arrive at the designated location prior to the start time. Late arrivals may not be
permitted to attend the site visit.
Registration
Registration to attend the site tour is not required, however it is highly recommended that vendors register to allow
time for LRWRA to make the necessary arrangements.
No more than two (2) representatives for each vendor may attend the site visit. If necessary, LRWRA may limit
the number of representatives to one (1) per vendor.

General Information
The site visit will last approximately two (2) hours.
Vendor representative must adhere to all requirements as may be expressly required in the solicitation
documents and/or by LRWRA personnel during the site visit.
LRWRA shall have the right to determine a vendor as non-responsible and to a reject a response submitted by
a vendor whose representative did not adhere to the requirements.
Vendor representatives are strongly encouraged to review this solicitation in its entirety, including all
attachments and addenda, if applicable, prior to arriving for the site visit.
In case of inclement weather, the site visit may be rescheduled.
LRWRA will contract registered vendors to advise of any changes.

CLARIFICATION OF RFP AND QUESTIONS

A. Vendors may submit written questions requesting clarification of information contained in this solicitation or
questions resulting from the on-site visit.
1. Written questions should be submitted by 4:00 p.m., Central Time on February 14, 2024. Submit
written questions by email to the LRWRA buyer as shown on page one (1) of this solicitation.
2. For each question submitted, vendor should reference the specific solicitation item number to which
the question refers.
3. Vendors’ written questions will be consolidated and responded to by LRWRA. LRWRA's
consolidated written response is anticipated to be posted to the LRWRA website by the close of
business on February 21, 2024.
B. Vendors may contact the LRWRA Procurement Department with procurement-related questions at
any time prior to the bid opening date and time. Answers to verbal questions may be given as a matter
of courtesy and must be evaluated at vendor’s risk.

Bid Attributes
1 PROPOSAL SIGNATURE
A. An official authorized to bind the vendor to a resultant contract must sign the technical proposal in ink or by
electronic signature. The LRWRA required signature page is included as the last page of the ARBid Bid Invitation
document. The Bid Invitation document can be found by clicking on the document icon located in the top right
corner of the website. Proposals that do not include the LRWRA required signature page will be disqualified and
shall not be considered.
B. Vendor’s signature shall represent and warrant
1. Vendor’s agreement that either of the following may cause the vendor’s proposal to be disqualified
additional terms or conditions submitted intentionally or inadvertently.
any exception that conflicts with a requirement of this solicitation.
2. Vendor has completely reviewed this solicitation and any addenda.
3. Vendor's agreement to and compliance with all requirements, specifications, and terms and conditions
within this solicitation, including all attachments and addenda, if applicable. (See Definition of Requirement.)
4. Vendor's agreement to and compliance with all laws relating to State and Federal Equal Opportunity and
Non-Discrimination requirements and conditions of employment, in addition to all federal, state, and local
laws.
5. Vendor's agreement and certification that it does not, and shall not for the remaining aggregate term of the
contract, participate in a
boycott of Israel (applicable to contracts valued at $1,000 or greater)
boycott of Energy, Fossil Fuel, Firearms, or Ammunition Industry (applicable to contracts valued at
$75,000 or greater)
6. Vendor has provided information in response to this solicitation that is both accurate and true.
2 LRWRA GENERAL INFORMATION
LRWRA is committed to providing excellent quality sewer services for both residential and business customers as it
keeps water resources safe for wildlife and human reuse. LRWRA has three water reclamation facilities: Fourche
Creek, Adams Field, and Little Maumelle. LRWRA also has an administration building, maintenance complex, and
approximately 40 pump stations and miscellaneous structures within the City of Little Rock.
3 TYPE OF CONTRACT
A term contract will be awarded to a single vendor. The initial term of this contract shall be for one (1) year with an
anticipated starting date of April 1, 2024. Upon mutual agreement by the vendor and LRWRA, the contract may be
renewed by the LRWRA Procurement Department on a year-to-year basis, for up to six (6) additional one-year
terms or a portion thereof. The total contract term shall not be more than seven (7) years.
