4 SPECIFICATIONS
The City of Hot Springs, Arkansas, on behalf of the Fire Department, is accepting bids to purchase multiple
Holmatro battery powered tools and extra batteries or approved equivalent. The following specifications describe
the minimum requirements.
The equipment shall be of new, current design production model and available to the commercial market. The bid
shall include one copy of the manufacturer's published specification and warranty. The City reserves the right to
review the manufacturer's specifications and to choose the unit deemed to be in the City's best interest. The City of
Hot Springs reserves the right to award the sections that are within the budget available. The equipment shall
comply with all state and federal safety requirements. Any deviations to these specifications shall be explained.

1 REPRESENTATION AND CERTIFICATIONS
3 DEFINITIONS
SMALL BUSINESS CONCERN: As defined pursuant to Section 3 of the Small Business Act and in relevant
regulation promulgated pursuant thereto. If unsure, please contact your local Small Business Administration Office
for clarification.
SOCIALLY AND ECONOMICALLY DISADVANTAGED SMALL BUSINESS CONCERN: Is a business concern (a)
which is at least 51% owned by one or more socially or economically disadvantaged individuals or, in the case of
any publicly-owned business, at least 51% of the stock of which is owned by one or more socially and economically

more of such individuals.
SOCIALLY AND ECONOMICALLY DISADVANTAGED INDIVIDUALS: Include: Black Americans, Hispanic Americans,
Native Americans (American Indians, Eskimos, Aleuts, and Native Hawaiians), and Asian-Pacific Americans. Asian-
Pacific Americans include U.S. citizens whose origins are from Japan, China, The Philippines, Vietnam, Korea,
Samoa, Guam, the U.S. Territories of the Pacific, Northern Marianas, Laos, Cambodia and Taiwan.
WOMAN-OWNED BUSINESS ENTERPRISE: Contractor is at least 51% owned, controlled, and operated by one or
