Sealed bids addressed to the Little Rock Water Reclamation Commission acting by and through Little Rock Water Reclamation Authority, will be received in the front lobby at, Little Rock Water Reclamation Authority, 11 Clearwater Drive, Little Rock, Arkansas 72204 until 2:00 pm, on April 6, 2023 and then publicly opened and read aloud on a Microsoft Teams Meeting. The bids shall be for furnishing all labor and material and performing all Work required to construct ITO 7, Baseline 21-inch and 24-in Sewer Rehabilitation Project.

Electronic bids may also be received by the Little Rock Water Reclamation Commission acting by and through Little Rock Water Reclamation Authority, via submission to the following email addresses: myron.welch@lrwra.com, james.stanley@arcadis.com, and tyler.noland@arcadis.com until 1:00 pm, on April 6, 2023 and then publicly opened and read aloud on a Microsoft Teams call for furnishing all labor and material and performing all Work required to construct the ITO 7 – Baseline 21-inch and 24-inch Sewer Rehabilitation Project. Test emails may be sent for confirmation before the bid to any or all the above. An invitation for the Microsoft Teams meeting will be sent to those bidder representatives who attended the mandatory pre-bid meeting unless an alternate representative email address is provided.

If responding by email, the emailed bid shall be a black and white scan of the physical bid documents, to include bid bonds or certified/bank check. All other references throughout these documents regarding physical bid delivery are updated by this language. The Authority would prefer one email of no more than 25 MB per bidder.

The project consists generally of rehabilitation of 21-inch and 24-inch gravity sewer main through cured-in-place pipe lining (CIPPL), as well as associated manhole installation and rehabilitation, together with incidental and ancillary work. Generally, the scope of work includes approximately 2,950 L.F. of 21-inch and 6600 L.F. of 24-inch sanitary sewer pipe to be rehabilitated through CIPPL, respectively and approximately 24 manhole rehabilitations. Major requirements associated with this project are mobilization, bypass pumping, manhole rehabilitation, CIPPL rehabilitation, and site restoration together with incidental and ancillary work.
A MANDATORY Pre-Bid Meeting will be hosted virtually on March 22, 2023 at 2:00 PM. Contractors need to be able to use Microsoft Teams for the pre-bid meeting. Link will be sent to bidder email addresses received by the end of the previous business day. One representative from each contractor will be required to state name and company information during the meeting. Please send the preferred email address for the Pre-Bid Meeting by email to james.stanley@arcadis.com AND tyler.noland@arcadis.com no later than 5:00 PM Central Standard Time on March 20, 2023.

Any contract or contracts awarded under this invitation for bids will be subject to the requirements of the Arkansas Revolving Loan Fund (RLF) Programs and Federal Requirements as described in the contract documents.

Contractor’s Bid shall be accompanied by a cashier’s check or certified check upon a national or state bank in an amount not less than five (5) percent of the total maximum Bid Price, payable without recourse to the Little Rock Water Reclamation Authority, or a Bid Bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a Contract and execute Performance and Payment Bonds within fifteen (15) days after Notice of Award of Contract. The Notice of Award of Contract shall be given by the Owner within sixty (60) days following the opening of Bids. All bids are subject to the conditions of Section 002113 Information for Bidders of the Contract Documents.

The successful Bidder must furnish a Performance Bond and Payment Bond upon the forms provided each in the amount of One Hundred (100) Percent of the Contract Price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner.

All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, or national origin. Bidders on this work will be required to comply with the President’s Executive Order 11246, as amended. The requirements for Bidders and Contractors under this order are explained in the specifications.

Bidders are cautioned that Bids for this Project are subject to compliance with Arkansas Law for construction of Public Works as found in Arkansas Code Annotated 22-9-101, etc. The Bidder shall thoroughly acquaint himself and comply with the provisions of these Acts.

Each Bidder must comply with the requirements, terms, and conditions of the Arkansas Natural Resources Commission, the Disadvantaged, Minority and Women Business Enterprise (DBE/MBE/WBE) requirements, the Consolidated Appropriations Act of 2014
(Public Law 113-76) including the "American Iron and Steel (AIS)" requirement, Labor Standards, Equal Employment Opportunity, and the “Prohibition on certain telecommunication and video surveillance services or equipment provisions” during the performance of this contract. The Bidder commits itself to the requirements for the participation contained herein and all other requirements, terms, and conditions of these bid conditions by submitting a properly signed Bid. Each requirement listed above for the RLF programs are in the Supplemental Conditions in the Contract Documents.

Attention is also called to the requirements of the DBE/MBE/WBE requirements of the contract documents. The Contractor is required to take the affirmative steps to assure that disadvantaged, minority, and woman business enterprises (DBE/MBE/WBE) are used when possible as sources of materials, supplies, equipment, construction activities, and professional services. The apparent low bidder will, as a condition of contract award, be required to document to the Owner and to the Arkansas Natural Resources Commission that affirmative steps were taken in the preparation of bids to obtain DBE/MBE/WBE participation.

The right is reserved, as the interest of the Owner may require, to reject any or all Bids and to waive any informality in Bids received. Bidders must be licensed in compliance with Arkansas Contractor’s Licensing Law found in Arkansas Code 17-25-101, etc.

No physical copies of the plans or project manual shall be provided. All official bidding materials shall be hosted on Microsoft SharePoint. Electronic copies of the Contract Documents shall be viewed and may be downloaded using a Share Point link which is available upon request.
